- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the United States Air Force to determine potential sources to expand the Royal Saudi Air Force (RSAF) Digital Trunking Radio System (DTRS). This Mobile Communications Network Upgrade expansion requires hand-held radios, mobile radios, control room, secondary switch, and base station. The existing mobile communications equipment was manufactured by European Aeronautic Defense and Space Company (EADS) of France and uses the EADS proprietary data encryption technique. RSAF plans to extend the existing EADS system (MATRACOM 9600 Mobile Communications System) used for voice and data communications. The system upgrade will use Commercial-Off-The-Shelf (COTS) equipment operating in 440 MHz-490MHz frequency band. The end-to-end encrypted Mobile Communications Network [1] shall consist of a Control Room, Secondary Switch, and Base Station compliant with TETRAPOL standard. All equipment [2] shall be fully digital, end-to-end encrypted and interoperable with the existing MATRACOM 9600 Digital Trunking Radio System provided by EADS. The system design [3] shall be based on Non-Developmental Items (NDI) COTS equipment. All mobile, handheld, base station and switch equipment [4] shall be modular construction using solid-state components. ESC intends to purchase 1 base station, 1 secondary switch, 1 control room, 39 mobile radios, and 132 handheld radios. A portion of the 132 radios will be required to be intrinsically safe (will not ignite explosive vapors). The Government is seeking sources for this equipment that [5] shall be delivered and installed in the Kingdom of Saudi Arabia. Any information submitted by respondents to this Sources Sought Synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this synopsis. The Government requests interested offerors submit one (1) copy of their capability response no later than 4:00 p.m., Eastern Standard Time, on 31 March 2005 to the following address (for first class or overnight mail): OC2SG/PK, Attn: Jerome McDonald, 11 Barksdale Street., Hanscom AFB, MA 01731-1700. The response should not exceed five (5) one-sided, 8.5 x 11 inch pages, with the font no smaller than 10 point. It should be noted that the Statement of Work (SOW) for this project will not be posted on the HERBB. Qualified companies, who provide responses to this Sources Sought, will be provided a copy of the SOW upon request to the Contracting Officer.
