Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Large Business, HUBZone 8(a), 8(a), HUBZone, and Small Disadvantage Business) relative to the NAICS Codes. Project Title: Disease Prevention: Hepatitis Vaccination for At-Risk Individuals Project Description: The initiative seeks the prevention of hepatitis B virus (HBV) and hepatitis A virus (HAV) infections by one-time vaccinations in HIV/hepatitis C virus (HCV) coinfected substance abusing/dependent populations. Participant sites are SAMHSA regulated Opioid Treatment Programs, physicians with a SAMHSA Drug Addiction Treatment Act (DATA) waiver and SAMHSA grantees under the Minority AIDS Initiative. Each participant site will identify (through diagnostic testing) HIV/HCV infected individuals who are at-risk for liver disease progression through HBV and/or HAV infection and provide combination vaccinations against HAV and HBV infection to these individuals. The focus of this procurement will be to: Purchase combination HBV and HAV vaccines. Vaccination is with Twinrix, a combination hepatitis A and hepatitis B vaccine, occurring with a standard 3-dose schedule by intramuscular injection, given on a 0-, 1- and 6-month schedule as part of the substance abuse treatment. Diagnostic testing supplies will be made available through this procurement. Collect and report performance data on distribution of diagnostic tests and vaccines. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). In addition, a copy of the company capability statement will be accepted. Responses are by March 28, 2005. The anticipated period of performance is a base year and 2 12 month option years. After review of the responses received a solicitation may be published in the Federal Business Opportunities around April 15, 2005. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. Is your business a large business? 8. Describe your proven capability and current in-house capacity to provide vaccine on an ongoing basis to diverse groups of community-based service providers. 9. Describe your proven capability and current in-house capacity to collect data necessary for post-marketing surveillance purposes. 10. Describe your proven capability and current in-house capacity to provide technical assistance focused on vaccination service delivery to community-based service providers. 11. Describe your proven capability and current in-house capacity to effectively communicate with diverse racial and ethnic diverse populations related to vaccine safety. 12. Describe your proven capability and current in-house capacity to develop and maintain information management systems and communication systems to link community-based service providers and the government project officer.
