- TMA E-Commerce Document Capture: The TRICARE Management Activity (TMA) E-Commerce project is seeking information on all available commercial, off-the-shelf (COTS) hardware/software systems to replace an existing document capture sub-system that is deployed in a centralized environment. Currently, 2 high speed scanners are processing 50,000 pages per month. The current document capture sub-system allows users to load paper, native electronic documents, and Exchange server email messages. The current capture sub-system at TMA is based on a desktop class scanning package. TMA desires to improve the existing document capture subsystem by: Reducing the resource effort and user interaction required to process, scan, OCR, and load paper documents into Documentum. Improving the OCR accuracy of the scanned images over the current desktop class package currently in use. Improving the system for Quality Control (QC) review of OCR accuracy and correction of errors. Reducing or eliminating the need for manual intervention and work-arounds. (e.g : gray bar reports, documents that are > 1000 pages in length, highlighted text, printed forms, etc). Improving the processing performance without need for additional desktop or server computers. Improving the integration of the document capture subsystem with Documentum EDMS Server. Improving capturing of form text in documents to automatically populate the Documentum document attributes (data fields). Determination as to the feasibility of solutions submitted by interested vendors will be made by TMA based on the objectives of this request. The purpose of this announcement is to begin evaluations from an end user perspective into the capabilities and limitations of various products. Based on the evaluation a performance based Statement of Work (SOW) will be generated and submitted as an unclassified formal Request for Proposal (RFP). All information received will be treated as public knowledge; therefore vendors should not submit proprietary information in response to this Request For Information (RFI). Interested parties shall submit an email request for the complete Preliminary Statement of Objectives (PSO) dated 3/4/05 to: dan.poturalski@tma.osd.mil. This request should be received by TMA not later than 3 pm Mountain Standard Time (MST), March 14, 2005. An email of the PSO will be forwarded to all interested parties. All questions regarding the RFI shall be made by email and received by TMA no later than 3 pm MST, March 25, 2005. Responses shall identify the following RFI number: H94002-05-RFI-0001 and should be received by 3 pm MST, April 01, 2005. Submissions should include data as identified in the PSO, including contact person, phone number, fax number and email address. This announcement is for information gathering and planning purposes only and should not be construed as an RFP or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited.
