Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase three software library packages. The suite will integrate equipment under the FSEP-Sheriff Program. This requirement is 100 percent set-aside for small business and FAR 52.219-6 Notice of Total Small Business Set-Aside (JUL 1996) is applicable. The North American Industry Classification System code is 541511. The contract shall be firm fixed priced. FOB Destination shall apply. The Request for Quote number is N00178-05-Q-1119. DESCRIPTION: The required software libraries must be ready to install in order to integrate multiple computer controllers, push-to-talk radios, and various serial devices in an Internet protocol-based network. The software must support real-time operations (less than 100 ms latency) for both audio and video data transfer. The software must be built on published open standards using an object-oriented ISO standard programming language and be platform independent. The software must implement XML, TLS, and AES-192 and provide automatic journaling of state and mode in XML for all system objects. The software must deliver precise, quantitative management of network resources via user-controlled policy. An immediate delivery of no more than 5 days is required. Offerors are required to submit a technical proposal, a descriptive literature demonstrating their proposed products, and capabilities in meeting these requirements. A commercial price list and previous sales listing shou! ld also be provided. The closing date is 11 March 2005 no later than 2:00 p.m. (local NSWCDD time) to: Naval Surface Warfare Center, Dahlgren Division, Attn: XDS11, Bldg. 183, 17320 Dahlgren Rd., Dahlgren VA 22448-5100. Anticipated award date of 14 March 2005. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
