- Description: The Office of Security (OSY) for the U.S. Department of Commerce is issuing this Request for Information (RFI) in order to identify materials, processes and potential companies that have the skills, experience, qualifications and knowledge to provide solutions for to provide controlled access by card readers at all entrances within the Herbert C. Hoover Building (HCHB). All information gathered in response of this Request for Information will be used solely for planning purpose. This is not a formal solicitation but a request for interested parties to provide information to meet the below requirements. No current solicitation exists and requests for a solicitation will be ignored. Nothing contained herein commits the Government to issuance of a solicitation. GENERAL REQUIREMENTS The requirements at each entrance are as follows: Two (2) garage locations shall require newly install HID mini prox. reader heads installed with connectivity to Pro 2200 Access control Panels and services to provide programming for data base management by Win-Pak Pro access control software to provide card verification at select systems work stations. Five (5) existing readers: (1) at the Day Care Center entrance; (2) at the South Court parking gates; (1) North Court, Door 10; and (1) Aquarium gate shall require programming for data base management by Win-Pak Pro access control software to provide card verification at select systems work stations. Seven (7) entrances shall require a newly install turnstile system with HID mini prox. reader heads installed with connectivity to Pro 2200 Access control Panels and services to provide programming for data base management by Win-Pak Pro access control software to provide card verification at select systems work stations. The seven (7) turnstile locations shall be equipped with the following features: Code Compliance with American Disabilities Act of 1990 (ADA) and Fire/Life Safety Code NFPA 101. Electro-mechanical/Fail-safe product design. Arm retracts with valid card read and swings in the direction of travel and resets after pedestrian passage. Arm will stay retracted with multiple valid card reads. Less than 1 second, from fully extended to fully retracted. Less than 2 seconds for a complete cycle. Floor plates shall be required for turnstile mounting and concealment internal wiring. Note: Construction of the HCHB was finished in 1932 and the HCHB is covered under the National Historic Preservation Act of 1966. There are historic issues to be considered and asbestos concerns with work being done within the HCHB. Walk-through: The Government understands the difficulty of providing the requested information without a visual inspection of the site. A walk-through will be scheduled on March 17th at 10:00 a.m. at the Herbert C. Hoover Building (HCHB) which is located at 14th & Constitution Avenue, NW, in Washington, D.C. Information and specifications for existing equipment will be made available during the walk-through. Interest parties shall contact the Contracting Officer, Chiara Alsop at calsop@doc.gov by March 15, 2005 with the company name and address, attendees names(limited two) and point of contact information (telephone number and e-mail address) for the attendees. Response Requirements. Interested parties must submit a capability statement on performance similar in nature to the above requirements, technical information describing the company?s solution to meet the above requirements, an estimate of the cost and delivery time to provide the solution and responses to the following questions: How many lanes and what directional paths are recommended for the seven (7) entrances? What design types and finishes would be recommended at each entrance? What amount of funding should be budgeted for the project? Responses shall be limited to no more than 10 pages.
