- Description
- The Department of Homeland Security (DHS), United States Coast Guard (USCG), Telecommunication and Information System Command (TISCOM), Coast Guard Computer Incident Response Team (CGCIRT) has a requirement for custom onsite Intrushield training. The CGCIRT is responsible for monitoring the Coast Guard?s networks for intrusion detection and security analysis. Because of these responsibilities CGCIRT requires an Advanced IntruVert Training Course (AIVTC) to ensure all operators of the IntruVert Intrusion Detection & Prevention System (IV-IDPS) are properly trained and proficient with the network monitoring devices used by the Coast Guard. DHS/USCG has concluded their requirements will best be met through a custom developed course with increased focus on threat analysis and detailed event interpretation. The training course shall be developed and taught in such a way that it will give individuals with a general knowledge of computer network operations a detailed lesson on how to use the IV-IDPS to detect, identify, and investigate network anomalies in an efficient and effective manner. The IV-IDPS is manufactured and supported by McAfee Inc. DHS/USCG intends to negotiate with McAfee, Inc. on a sole source basis. McAfee, Inc creates best-of-breed computer security solutions that prevent intrusions on networks and protect computer systems from the next generation of blended attacks and threats. Any contractor contemplating this requirement shall be certified by McAfee as qualified to teach the course and the class must be taught with the IV-IDPS specifically in mind. By developing a comprehensive class on Intrusion Detection and the IV-IDPS, a more efficient pathway to bring CGCIRT personnel to the proper level to become watch qualified on the system is realized. The class must contain instruction in 1) TCP/IP Communications Model, 2) ICMP Theory, 3) Routing, 4) Microsoft Networking and Security, 5) Intelligence Gathering Tools, 6) Advanced Ethereal. It is contemplated that award shall be made utilizing Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals. No telephone inquiries will be honored.
