Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) has a requirement for development of molecular genetic markers to assess hybridization between Cyprinella species. The award of a fixed price contract will be for 12 months. The U.S. EPA intends on soliciting Duquesne University as the sole candidate pursuant to FAR 13.106 (b) - Soliciting from a single source for the (1) development and validation of an adaptable set of mitochondrial (mtDNA) genetic markers to study the present and potential invasion genetics of red shiner hybrid swarm in Alabama and Georgia; validation will involve use of the markers with a variety of southeastern Cyprinella species to assess whether the markers are species-diagnostic (2) Application of the mtDNA markers to characterize the red x blacktail shiner hybrid swarm in the upper Coosa River system (3) Application of the mtDNA markers to evaluate single versus multiple introduction events in the upper Coosa River system. The work encompassed by these three tasks will directly support the EERD invasive species project (Task #19121) entitled, "Invasion Dynamics of Red Shiner (Cyprinella lutrensis) Across Southeastern U.S. Watersheds". All three tasks will support project objective #2: molecular genetic characterization of hybridization between red shiners and native congeners. This action is being pursued on a sole source basis because the development of molecular genetic markers to assess hybridization between Cyprinella species involves special expertise and training. No other candidates, during a 3 month period of market research, were identified with sufficient expertise and training to undertake the aforementioned tasks. NAICS Code 541710 applies with a small business size standard of 500 employees. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
