- The Delegation of the United States to NATO plans to release a Notification of Intent (NOI) to invite interested firms to bid on a project for the United States Navy, Naval Facilities Engineering Command, Engineering Field Activity Mediterranean (NAVFAC EUROPE), for the design and construction of the following project: Solicitation N33191-02-B-1065, Zappala Roads and Utilities Phase III-Communications Cabling, Aviano Air Base, Aviano Italy. his construction project will be funded by the NATO Security Investment Program with an estimated cost between 5 and 10 million Euros ($6-13 million USD). PROJECT GENERAL SCOPE OF WORK The scope of work includes installation of the communication systems from the routing structures to the facilities. Demolition work is considered minimal and limited to removal of trees, shrubs, fencing, and existing facility entrance works. The project is programmed to allow service from the Integrated Communications Complex and provide for the increasing telecommunication and data transfer demands of Aviano Air Base. SPECIAL CONDITIONS Site demolition: Demolition work includes demolishing and removal of approximately 10,000 sq meter of 250mm thick asphalt pavement section and 30m of 150mm high concrete curb and gutter, 100sq meter of 400mm thick concrete taxiway section. Site Grading: Rough and fine grading of entire alignment and miscellaneous locations, totaling 65,000 sq meter site. Landscaping: Seeding and sodding of 55,000 sq m of turf for areas disturbed by construction. Buildings general: Walls: reinforced concrete with a combination of 3-coat stucco finish and 3-coat paint system Structural system: consists of exterior and interior reinforced cast-in-place concrete walls. Supported floor: the supported floor is generally reinforced cast-in-place concrete. Grounding system will be required. Service Lines: Communications service lines distribution system mainly includes copper telephonic cabling from the large backbone and feeder cables to smaller building-entrance cables that will service all existing and proposed facilities in Area F. Fiber-optic cabling work is also included. NOTE that the ability to install, splice, terminate and test both copper and fiber-optic cabling is CRITICAL. Communication service lines distribution system also includes empty manhole and duct bank system, to extend from the duct bank backbone to service all existing and proposed facilities in Area F. Comprehensive site survey report: A comprehensive site survey of present conditions and integrating this survey into previously completed site surveys. Investigation also includes inspecting and documenting the existing communication system manholes in the Zappala area. ANTICIPATED TIME TO COMPLETE THE WORK It is anticipated 24 months or 720 calendar days after the Award of the Contract for the construction of the project. SOLICITATION PLAN OF ACTION AND MILESTONES 1. Letter Sent to NATO country Embassies: 23 Feb 05 2. Final date to express interest to the Embassy to be invited to bid on this project: 23 March 05 3. Questionnaires will be distributed to bidders: 28 March 05 4. Completed questionnaires will be due to the responsible agency: 25 Apr 05 5. Agency will complete the review of the questionnaires and finalize the list of bidders: 13 May 05 The procurement method for this project has not been determined. The agency has limited the method to either a Low Bid or a Best Value Process (BVP). If a low bid process is selected, a questionnaire for the purpose of financial and technical screening will be sent to all eligible firms. If the BVP is selected, a questionnaire will be used only if the number of firms in the Declarations of Eligibility exceeds the number at which an efficient competition can be conducted. ADDITIONAL INFORMATION 1. The Bid validity period will be 180 calendar days from bid closing date. 2. Option(s) may be included in the bid schedule. The government may exercise the option(s) within 180 calendar days from award. 3. This project does not contain classified information. 4. This project is referenced as: Solicitation N33191-02-B-1065. 5. The method of bidding is the NATO International Competitive Bidding (ICB) one-step procedure. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMINATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS WILL NOT BE CONSIDERED. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is NAVFAC Europe (Previously EFAMED), Naples, Italy. However, only firms that the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 23 March 2005 deadline will be allowed to bid.
