Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure three (3) Shaft Engine Test Instrumentation (SETI) Systems with Turboshaft Engine Test Program Sets (TPS?s) for the T700, T58, and T64 engines as well as a modified drawing package which adapts the SETI to the T-16 Test facility. These units are required by October 2005 for unit one, November 2005 for unit two, and January 2006 for unit three. The Government plans to solicit and negotiate the procurement with Racal Instruments, Inc. 4 Goodyear St., Irvine, CA 92618-2002. Under the authority of FAR 6.302-1, this firm is considered the only supplier of these units, as they are the sole source designer, manufacturer, and integrator of the system at this time. The drawings and specifications for the SETI System are being developed by Racal under contract N68335-02-C-0005. The drawings are not currently available to compete this effort. However, it is the intention of the Navy that when the Drawing package is completed and verified it will be used to conduct a full and open competition for the production contract. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
