Description
This procurement is for the solicitation for Military Entrance Processing Station (MEPS) for Hancock Field, Syracuse, New York, Project Number 54612. The two-phase solicitation will be for a contract to include design-build services of a MEPS at a pproximately 24,000 square feet. The building will be new construction and include site improvements. Major functional areas in the building are command and control, operations, testing, medical, counselor, and common use space. The site will include utili ties, electrical, parking, pavements, fencing and service areas. Furniture will not be included in the construction. The solicitation will be done in two phases- the first phase will evaluate Offeror's past performance, relevant experience, key project per sonnel, and technical approach narrative; the second phase will evaluate facility design, facility engineering, site design and engineering, management plans, sub-contracting plans and cost. The project will comply with USACE criteria and MEPS standards. T he construction will be within the ANG base secure area. Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate wit h any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for proposals for Phase I is April 19, 2005. The magnitude of construction is estimated to be between $4.5  5.5 million. THIS IS AN UNRESTRICTED PROCUREMENT. NAICS C ODE 236220 applies to this procurement. Criteria and submission requirements will be available on/about March 18, 2005 via http://www.nao.usace.army.mil/Ebs/AdvertisedSolicitations.asp. No hard copies will be available. Prospective contractors must be r egistered in the DOD Central Contractor Registration (CCR) database prior to award of a contract.
