Description
The Nashville District Corps of Engineers intends to award a lump sum firm-fixed price Architect and Engineering contract for Alkali Aggregate Reaction, AAR, Investigation and Analysis at Chickamauga Lock and Dam located at mile 471 on the Tennessee River in Chattanooga, TN. Phase I of the contract will require an inspection of the existing Chickamauga Lock, with an evaluation of historical data and development of a finite element analysis model of the lock to include the effects of the AAR from con struction to present time. The Chickamauga Lock model will then be used to evaluate the current and future effects of removing a portion of the river approach wall. Phase II will be development of a finite element analysis model to evaluate future effect s of the continuing AAR on the presently existing Chickamauga Lock in a decommissioned state that will include a concrete plug between the lock walls. It is anticipated that the contract will be awarded June 2005. The period of performance will be precon struction through completion of the new lock. Selection criteria is listed in descending order of importance by major criterion first and then by each sub-criterion. Criteria a-d are primary. Criteria e-g are secondary and will only be used as tie-brea kers among technically equal firms. a. Specialized experience and technical competence: 1. Expertise in analysis and assessment of hydraulic structures, especially locks and dams, affected by Alkali-Aggregate Reaction, AAR. Each submittal shall show capability in using a proven finite element program to perform time-step analyses of AAR affected structures with respect to displacements and stresses. 2. Expertise in remediation and monitoring of hydraulic structures, especially locks and dams, affect ed by AAR. b. Qualified personnel in the following key disciplines: 1. Registered Civil Engineers 2. Engineering technicians 3. CADD personnel. c. Past experience on DoD contracts with respect to cost control, quality of work, and compliance with performance schedules. d. Capacity to perform approximately $500,000 in work of the required type in a one year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines. e. Extent of participations o f small businesses, small disadvantaged businesses, including women-owned, minority-owned enterprises, and service disabled veterans in the proposed contract team, measured as a percentage of the total estimated effort. f. Volume of DoD contract awards in the last 12 months. g. Location of the firm in the general geographic area of the Nashville District. Interested firms having the capacity to perform this work must submit 2 copies of an SF 330 by close of business on 3 Apr 2005. No other general noti fication to firms under consideration for this work will be made, and no further action is required. This is not a Request for Proposal.
