Description
Nuclear Facility Decommissioning, Decontamination and Radiological Remediation Facility Decommissioning, Disposal and Remediation The Maritime Administration is conducting a survey of available resources, which may be a single Contractor or an integrated team of Contractors/subcontractors, qualified and capable of performing decommissioning, dismantling, environmental surveillance, radiological monitoring, hazardous material disposal and remediation of the containment vessel, its contents and surrounding areas of the nuclear steam ship N.S. SAVANNAH whose reactor was rated at eighty (80) megawatts. The end goal of this DDR project is free release of the N.S. SAVANNAH and NRC license termination. MARAD will engage the services of a technical and administrative oversight contractor to work in conjunction with its own staff to develop and execute the DDR project. The N.S. SAVANNAH?s nuclear plant has been ?partially? decommissioned. As part of a temporary lay-up, the reactor?s fuel rods were removed in 1971. Once it was determined that the vessel would no longer be engaged in commercial operations the reactor?s primary coolant was removed in 1975 as part of its permanent lay-up. Since that time, as required by NRC regulations, annual radiological surveys have been performed. In addition, the Maritime Administration has conducted annual material condition surveys, drydocked the vessel and performed hull gaugings. Firms possessing the requisite qualifications and capabilities should respond to this Sources Sought Announcement on or before April 1st, 2005. The response should address, as a minimum, the following as specifically related to each of the above areas: (1) Corporate/Company Information inclusive of Point of Contact (2) Current Qualification and Capabilities (Licenses/Technical/Personnel/Support Services) (3) Project Management, Schedule/Cost Control and Documentation/Reporting (4) Prior Related Type Contracts (Government and Commercial) (5) Past Performance Evaluations and Sources (Points of Contact) for (1) through (4) Responders to this survey shall also provide evidence that they currently possess, in compliance with the requirements of 10 CFR Part 50 and Part 70: (a) A Nuclear Regulatory Commission (NRC) approved Quality Assurance Plan. (b) A Nuclear Regulatory Commission (NRC) license; either as a mobile site or fixed site suitable for marine operations. Further, responders shall also provide evidence that they have the requisite compliance approvals and/or certificates for nuclear related activities; i.e., decommissioning, maintenance, repair, etc., for the states of: Connecticut, New Jersey, Maryland, Virginia, and South Carolina. It is requested that responders limit their response to no more than twenty-five (25) pages. Responders are herein informed that a two-day site survey of the facility and preliminary information briefing will be conducted between April 11-22, 2005 at the conclusion of radiological characterization surveys to be performed onboard the N.S. SAVANNAH. The briefing will be held at MARAD?s James River Reserve Fleet in Ft. Eustis (Newport News), Virginia, and will include a physical inspection of the onboard reactor system. Responders will be provided with notification of the exact dates and further details at least two (2) weeks prior to the survey/briefing. Although not mandatory, attendance at this survey/briefing is strongly encouraged.
