Description
The Environmental Protection Agency, National Risk Management Research Laboratory (NRMRL) Air Pollution Prevention and Control Division (APPCD) has a requirement for statistical analysis of research plans and work products in support of NRMRL's quality assurance program, primarily focusing on work conducted in the APPCD. APPCD develops and assesses methods and technologies for controlling, preventing, and characterizing emissions, in order to prevent or reduce the deleterious effects of air pollutants on human health and welfare, and on the global environment. The successful contractor shall design and analyze experiments; specify and develop models and methods for data collection programs; provide specialized statistical support and; present analysis and reports to EPA on quick turn-around basis as required by specific tasks. The proposed contract is a 100% SMALL BUSINESS SET ASIDE. The applicable NAICS Code is 541690 ($6.0 million maximum annual revenue). The proposed contract is a follow-on to EPA Contract 68-C-00-133. EPA anticipates the award of a five year, fixed rate, Indefinite Delivery/ Indefinite Quantity (ID/IQ) task order type contract. The minimum ordering amount is expected to be $15,000. The maximum ordering amount is expected to be $150,000. Solicitation No. PR-CI-05-10078 is expected to be issued in mid March and close 30 days thereafter. It will be available on the Internet at http://www.epa.gov/oam/cinn_cmd. Hard copies will not be distributed. Interested parties must download the solicitation and subsequent amendments from the given web site. It is the responsibility of potential offerors to frequently check the site for any amendments. All responsible sources that qualify as small businesses may submit a proposal which will be evaluated by the Agency in accordance with the technical evaluation criteria specified in the RFP.
