Description
The U.S. Army Corps of Engineers, New York District intends to enter a sole source contract with the firm of NK Bhandari of Syracuse, NY. This agreement is to provide additional design services in support of the Fort Drum Transformation Program, prim arily in support of the DIVTROOPS Barracks, 2nd BRIGADE Barracks and PINE PLAINS Barracks projects. The original work was recently accomplished by NK Bhandari under an indefinite task order contract with New York District. However; changes in the overall s ize and layout of the facilities required revisions to the original design-build RFP and parametric designs. The total contract value under this sole source agreement will not exceed $100,000. The NY District is performing a Market Survey to determine if t here are any interested qualified firms having the capability and capacity to perform these follow-on design services, preparation of request for design-build proposals (plans, specifications, design analyses and parametric designs (plans, specifications, design analyses and cost estimates). Interested firms will be expected to assume full professional responsibility and liability for the existing design, as well as the revisions to all the work and services previously prepared. Performance period for the additional work is 180 calendar days. The government intends to issue a contractual document for the additional work on/about 01 April 2005.THIS NOTICE OF INTENT IS NEITHER A REQUEST FOR COMPETITION OR SOLICITATION. No solicitation is available, however, interested parties may express, in writing, their interest and document their bona fide capability to fulfill the requirement NLT 22 March 2005 at 1200 hours, LOCAL Time. Such information will be reviewed to determine if it is necessary to conduct a comp etitive procurement. A determination by the Government to not compete this proposed requirement is solely within the discretion of the Government.
