Description
THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE (Details Below). Prime Contractors who are HUBZone small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 for receipt by close of business (4:00p.m. local Denver time) on March 7, 2005: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of the letter from SBA stating date of HUBZone small business certification (must be obtained prior to date of this synopsis); (3) letter from bonding agent stating bonding capability, to include single and aggregate totals; and (4) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact including phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. PROJECT DETAILS: This project consists of asphalt surfacing on 12.634 kilometers of roadway for the Plumas and Tahoe National Forests, CA PFH 24-2(1), Gold Lake Road, Sierra County, California. The estimated price range is between $3,000,000 and $5,000,000. Principal work items include: 12.500 km centerline staking; lump sum contractor testing; 10.50 ha clearing and grubbing; removal of 49 headwalls; 5,400 m3 roadway excavation; 10,500 metric tons select borrow; 650 m3 placed riprap-various classes; 20.400 km shoulder reconditioning; 3,400 metric tons roadway aggregate, method 2; 13,000 metric tons hot asphalt concrete pavement, Hveem test, Class B, Grading E; 800 metric tons hot asphalt concrete pavement, grading E (Hveem test); 500 metric tons hot asphalt concrete pavement, Grading E, wedge and leveling course (Hveem test); 1,450 metric tons hot asphalt concrete; 12.6 km continuous cold recycled asphalt base course Type A; 480 metric tons emulsified binder agent grade HFMS-2sp; 3 concrete headwalls for pipe culvert, various sizes; 348 m pipe culvert, various sizes; 18.7 m 3000 mm span, 2400 mm rise reinforced concrete box culvert, single barrel; 35 catch basins (slope grate inlet); 4,850 m asphalt curb, 150 mm depth; 4,550 m guardrail system G4, type 2, class A wood posts; 14 terminal section, type flared (LST); 8 terminal section,, type tangent; lump sum materials transfer vehicle; 26.000 km temporary traffic control, pavement markings; 2,736 hours temporary traffic control, flagger; along with associated removal of trees, gates, headwalls, inlets, pipe culverts, signs, guardrail, and asphalt. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
