- LOCALIZER (ILS)/DISTANCE MEASURING EQUIPMENT (DME), GLIDE SLOPE (GS), OUTER MARKER (OM) AND NON-DIRECTIONAL BEACON (NDB), RUNWAY 36, STUTTGART MUNICIPAL AIRPORT, STUTTGART, ARKANSAS. The Federal Aviation Administration (FAA) is seeking competent and qualified Small Business construction contractors interested in providing offers for the installation of an ILS/DME, GS, OM and NDB to be located at Stuttgart Municipal Airport, Stuttgart, Arkansas. Work will consist of, but not be limited to, constructing ILS, DME, NDB, OM and Glide Slope, installation of Government furnished equipment including shelters and antennas. Installing concrete foundations and associated walkways. Installing underground ducts with sand encasement, and pullboxes for electrical service to all facilities and restoring affected areas by backfilling and sodding to match surrounding areas. 1. Contract performance time is 60 calendar days 2. This procurement is set aside for Small Business 3. The North American Industry Classification System (NAICS) is 237990 and the small business size standard is $28.5 Million. 4. The dollar range for this project is between $500,000.00 and $1,000,000.00. The successful offeror must meet the following GO/NO GO criteria: a. The contractor must have successfully completed similar projects both in dollar amount and scope, on an operational airport. b. The contractor must have delivered a quality product in the timeframe established by the contract. The contractor must provide the name of the facility where work was performed along with a point of contact at the facility and telephone number. This information is to be submitted with the request for specifications and plans. 2. The contractor is expected to perform at least 20% of the work using its own employees. A mandatory site visit/pre-bid meeting will be held the week of March 14, 2005. The Request for Offer Package (RFO) is expected to be available to small business contractors on 10 March 2005. Contractors must submit their request for this package no later than noon 9 March 2005. RFO packages will be provided only to the first 6 qualified requestors.
