- The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) intends to negotiate on a sole source basis with the University of Rochester, Rochester, New York, to extend and expand the scope of their current contract for an additional five years. The University of Rochester was originally awarded a five year contract in September 2000, for the project entitled ?National Registry of Myotonic Dystrophy and Facioscapulohumeral Muscular Dystrophy Patients And Family Members.? The purpose of the contract was to refine diagnostic criteria, collect data, and promote the use of the Registry for separate clinical research projects. The Contractor was to collect and characterize an estimated 850 primary patient contacts for myotonic dystrophy (DM) and 410 primary patient contacts for facioscapulohumeral muscular dystrophy (FSHD) during the period 9/30/2000 to 9/29/2005. The Registry will be enhanced as a national resource for information about myotonic dystrophy and facioscapulohumeral muscular dystrophy patients and family members. The long term goal of this project is to provide a base of knowledge about population characteristics of families with a history of DM and FSHD, to provide access to this population for clinical research studies and trials, and to illustrate the values of web-based exchange of information about families with history of muscle diseases, while protecting privacy. It is proposed that the number of patients and family members enrolled in the Registry be increased so that it will be a better resource for studies needing a larger number of participants for studies on DM and FSHD. It is estimated that during the five year extension period, the Contractor will increase enrollment to approximately 1350 DM patients and 800 FSHD patients. The Contractor will continue to provide access to these populations of patients with muscle disease for recruitment into clinical research studies and trials. Additionally, changes will be made in the methods of data acquisition and analysis. These analyses will better characterize variations in disease severity in affected individuals within families with a history of DM and FSHD. A determination for the use of other than full and open competition has been made in accordance with 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1. Inherent duplication of cost to the Government and unacceptable delays in performance make competition for this additional work unfeasible. This is not an announcement of the availability of a Request for Proposals (RFP), nor is an RFP available. All responsible sources may submit a proposal which will be considered by the NIAMS. A determination not to compete the proposed work based upon responses to this notice is solely within the discretion of the Contracting Officer.
