- NASA/GSFC has a requirement for Qty: 1 EA Digital Recording Balance with the following specifications: Include weighing and control units, sample capacity of 100 grams, weighting ranting of +/- 10 g with 10 micro gram maximum sensitivity, additional range of +/- 1 g with 1 micro gram maximum sensitivity, vacuum enclosure of weighing unit capable of 10-6 toor through separate vacuum port, Bake-out temperature of 125 C, Gold anodized beam and teflon coated coil, RS-232 output, automatic adjustment to electrical power between 100 and 240 volts, 50 to 60 Hz, weight for calibration, cables and Win NT/2000 based software for data collection and analysis. NASA/GSFC intends to purchase the items from Thermo Electron Corporation/Thermo Neslab, Newington, NH 03801-1178. Thermo Electron was discovered to be the only manufacturer that can supply a balance that is completely compatible with the existing laboratory equipment. It is essential that the Digital Recording Balance is able to exactly replace the existing DRB that has been working successfully for the past 30 years. This compatibility is crucial to ensure smooth integration into the outgassing test facility. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. This procurement will be processed using simplified Acquisition procedures. All contractual and technical questions must be in writing (e-mail or fax) to Sandra Harrell not later than March 3, 2005. Telephone questions will not be accepted. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 10, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
