Description
NASA/GSFC plans to issue a Request for Quote (RFQ) NNG05101266Q on a sole source basis. The products are for the Wide Field Camera (WFC) 3 instrument to be installed on the Hubble Space Telescope (HST). Barr Associates Inc. was the manufacturer of the original filters. This procurement is being conducted under the Simplified Acquisition Procesures (SAP). NASA/GSFC intends to purchase the items from Barr Associates, Inc. under the authority of 10 U.S.C 2304 (c)(1), Only One Responsible Source. The Goverment requires the purchase of several replacements of infrared and narrow-band filters currently on the HST/WFC3 instrument (F110W filter on Schott RG-830 substrate and F125W filter on Schott RG-830 substrate). The design of several of the current installed filters is causing ghost images to be formed due to multiple reflections from the filter?s optical surface. We are ordering two of the F110W filters and two of the F125W filters. We also request the application of a blocker coating on a previously supplied F125W filter, narrowband coatings for previous filters F656N and F658N, and blocker coatings on the second side of F656N and F658N. We are requiring that fused silica be used as the preferred substrate material. Also, we require that the filters be designed to have band-defining coatings on one side of the substrate with an anti-reflection coating on the opposite side. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. E.S.T on March 09, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
