- NAICS Code: 334515 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to TSI, Inc. 500 Cardigan Road, Shoreview, MN 55126, for the acquisition of a Aerodynamic Particle Sizer II, Model 3321. EPA requires an instrument that provides real time high resolution aerosol particle size distribution and concentration data while accounting for the physical size, shape and density of particles being measured. The required measurement range includes 0.5 um to at least 20 um particles. Mie scattering is a phenomenon that can result in obscure light scattering measurements due to the relationship between the wave length of light and particle size. Instruments which utilize light scattering technology to indicate particle size are not desired due to this Mie scattering effect which can cause measurements to vary due to a particle's index of refraction. Instruments utilizing electrostatic charge to influence particle measurements are not desired. For the intended use of this instrument, a time-of-flight technique which produces a meaningful measurement reflecting how a particle behaves in air is the desirable measurement methodology. The time-of-flight method takes into account the physical size, shape, and density of a particle, and is not affected by a particle's index of refraction or electrostatic charge. The EPA has identified TSI Inc., the only vendor capable of satisfy the requirement. In order to maintain consistency and scientific validity. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
