Description
This sources sought announcement does not constitute a commitment, implied or otherwise, to procure any equipment or services. The Government invites comments related to possible purchase or acquisition strategies. The Information Statements to be submitted are not expected to be proposals and will be used for technical planning purposes only. Responses are to be in the form of three written pages explaining the companies experience, proficiency and background in work related to the requirement listed below. Please also include in your responses: (1) Name and address of applicant (Corporate/Principal office); (2) name, telephone and E-mail of point of contact; (3) your cage code; (4) several past performances references and any existing contract vehicles (including GSA contracts), which may be utilized in this procurement. The Department of the Navy, Space and Naval Warfare Systems Center - San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue a solicitation for engineering services to provide SPAWARSYSCEN San Diego Airspace Systems Division, Code 233 with the technical and engineering services and materials that are essential to the performance of the In-Service Engineering Agent (ISEA) and Cognizant Field Activity (CFA) responsibilities for various COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS AND INTELLIGENCE (C4I) SYSTEMS, GUIDED MISSILE WEAPONS SYSTEMS, AIRSPACE SYSTEMS and COMBAT WEAPONS SYSTEMS, associated components, and peripherals. In support of this tasking, SSC-SD Code 2336 requires engineering services for the design, development, test and evaluation, installation, maintenance, on-the-job training, test data acquisition, hardware and software design/changes, program and project management and integrated logistic support for shore facilities and ships. Engineering and technical support in all these areas require vast and varied talents. The systems may be conceptual, developmental, or operational. Work requires a detailed familiarity and experience in the design, development, maintenance and life cycle support of Navy C4I systems, Guided Missile Weapons Systems, Airspace Systems and Combat Weapons Systems. These systems are based on hardware and software architectures and program applications utilizing electronic components, computers, microprocessors, programmable signal processors and digital signal processors primarily used in Navigational Aids, Air Traffic Control and Ranges. The Navy intends to solicit and award a single award, Cost-Plus-Fixed-Fee, Indefinite Delivery, Indefinite Quantity, contract for all line items, for a period of five years (a three year base period and two one-year options). The estimated release date for the solicitation is May 2005. Hard copy versions of the solicitation and any subsequent amendments will not be available. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. Firms are highly encouraged to review the website regularly for important solicitation information. All data received in response to this sources sought announcement that is marked or designated, as corporate or proprietary information will be fully protected from release outside the government. It is not the intent of the government to reimburse vendors for the cost of submitting information in response to this RFI.
