Description

The Fleet & Industrial Supply Center, in support of Naval Sea Systems Command (NAVSEA), Washington Navy Yard, D.C., is soliciting for a firm fixed price service type contract to be negotiated on a sole source basis with Rolls-Royce Naval Marine (RRNM) to provide nonrecurring engineering services on the Propulsion Load Management Unit. Rolls Royce Naval marine is the Original Equipment Manufacturer (OEM) of this unit; thus, due to technical data rights and the proprietary nature of the required services, NAVSEA must procure engineering services to this unit from subject contractor. The required services will take place at the contractor?s facility in Walpole, MA. Period of performance will extend from the date of award to 16 September 2005. The commercial solicitation will be issued on or about 1 March 2005 with a closing date of 8 March 2005. Per FAR 5.203(h), the solicitation closing date has been reduced to 13 days from this announcement. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Proposed contract to be procured using commercial Simplified Acquisition Procedures in accordance with FAR Part 12. Electronic submission of proposals/quotes is not available at this time.
