- The Naval Surface Warfare Center, Panama City, Florida is seeking information on Composite Lift Fans for the Landing Craft Air-Cushion (LCAC). The application is for use on US Navy hovercraft. This search is not restricted to current approaches or systems used in the maritime environment. It does include any corrosion resistant lift fan technology, potentially suited for the above application used in diverse maritime as well as land environments. NSWC Panama City, is interested in materials, systems and technologies that can mitigate the physical and environmental effects that degrade lift fan blades during LCAC operations. The desired system or materials will be capable of having increased corrosion resistance and abrasion resistance over current systems, and simplified blade remove & replace procedures to levels that will increase mean time between replacement, reduce maintenance evolutions, thereby, increasing combat readiness and reducing life cycle maintenance costs and number of parts. The weight of the systems should be kept to a minimum. This announcement will serve as a first step for evaluating alternatives and supporting In-Service Engineering Agent (ISEA) research and development efforts planned for fiscal years 2004-2005. Systems could be acquired in the future for Test and Evaluation for future LCAC ISEA installation. Both off-the-shelf and developmental approaches will be considered. Responses to this announcement should include a technical description and detailed characteristics of the Lift Fan System for use on the Landing Craft Air-Cushion (LCAC). System descriptions should have enough information for the government to make informed decisions. Information submitted shall be marked with restrictive legends as deemed appropriate by the potential offeror. Data with restrictive markings will be handled in accordance with the restrictions thereto. Interested parties must provide paper submittals with copies on disks in MS Word or Adobe Acrobat format. Information is to be received by the Government by 23 Jun 2005. The Government will evaluate the submittals for their potential to reduce the cost of LCAC ISEA efforts. Organizations that submit materials/designs, which are determined by the evaluation team as possessing significant potential for contributing to the solution of the LCAC Maintenance problem, may be provided an opportunity to demonstrate their system. This announcement should not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract.
