Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) order under BOA number N00019-04-G-0004 or BOA number N00019-04-G-0002 for integrating and testing the Battle Damage Reporting System (BDRS) into the Tomahawk Block IIID missile variant. The effort required includes modifying BDRS sensor outputs, conducting component level testing, installing the BDRS in the Tomahawk Block IIID missile payload bays, preparing all required safety reviews, and assisting with post-flight test data collection and analysis. NAVAIR intends to award this effort to Raytheon Systems Company (RSC), P.O. Box 11337, Tucson, Arizona 85734-1337. Raytheon is the only company capable of performing this effort. Since 1994, RSC has been the sole developer, designer and manufacturer for the Tomahawk All-Up-Round (AUR). RSC solely possesses the current configuration and manufacturing data for the Tomahawk Block IIID missile. RSC currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapons System. Because a detailed knowledge and expertise of the Tomahawk missile is required to perform the BDRS integration and testing, RSC is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.
