Description

The U.S. Army Corps of Engineers, New Orleans District, New Orleans, LA intends to award a sole source simplified acquisition to Dr. Michael Racer, Bartlett, TN for professional services to modify the existing Calcasieu Lock Simulation Model, run num erous simulations and provide a detailed summary report to the U.S. Army Corps of Engineers to provide parameters to develop delay functions for the various study alternative to estimate lock capacities and delays. Dr. Racer was the developer of the Calca sieu Lock Simulation Model. This is a follow-on project to a previous award to Dr. Racer for the development of the simulation model, based on the authority granted under FAR 6.302-1(a)(2)(iii); for the continued specialized services and to avoid a duplic ation of cost to the Government. This will result in a firm fixed price purchase order using Simplified Acquisition procedures. This notice of intent is not a request for proposals. This RFP will be issued on or about 2 March, 2005 with a closing date o f 9 March, 2005.
