- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q-05-T-0017 is issued as a Request for Quote. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 01-24. This solicitation is unrestricted. NAICS for determination of size status is 335999, Small Business Standard is 500 employees. This solicitation is for Brand Name or Equal. All items quoted must be compatible and usable with CLIN 0001. CLIN 0001, Mobile Refrigeration System Trainer, an actual working model of a refrigeration system, with a clear glass design to give an illustration of the refrigeration cycle. A student should actually be able to observe the refrigerant change state, from liquid to gas i n the evaporator and from gas to liquid in the condenser. The unit furnished shall be completely piped, wired, and charged, ready for use. Power input shall be standard single phase AC through a grounding-type power cord, 120 VAC, 15A. By opening and cl osing the appropriate values and switches, a student may operate the trainer in one of the following refrigeration systems: 1. Direct Expansion System, controlled manually by the hand expansion valve. 2. Direct Expansion System, controlled automatically by the thermostatic expansion valve (TEV). 3. Direct Expansion System, controlled automatically by the capillary tube. 4. Reverse Cycle (Heat Pump) Direct Expansion System, controlled by the capillary tube. 5. Flooded Evaporator System, controlled by t he low pressure float. The panel on which the components and interconnecting tubing are mounted should rest on a sturdy mobile stand with swivel casters. All components shall be clearly identified by legends on the panel face. Refrigerant shall be EPA-a pproved, non-CFC, environmentally safe (R-123) in order to operate at low pressure. A recharging port shall be conveniently located on the front panel in order to recharge the system if necessary. High pressure gauges, 30 in. Hg to 30 psi and low pressur e gauge, 30 in Hg to 30 psi scale readings. At least seven thermometer wells strategically located for easy temperature readings. Three switch plate conveniently located on the front panels to provide individual switches for each fan and the compressor. A high pressure safety control shall also be included. System shall include whatever computer system is required in order to operate along with Operating Instructions, Student Experiment Book and Teachers Answer Book. Hampden Engineering P/N HRST-2 or eq ual; CLIN 0002, Software for the trainer system; CLIN 0003, Three Phase Compressor Control; CLIN0004, Single Phase Compressor Trainer; CLIN 0005, Compressor Fault Simulator. All offerors must provide literature along with their proposal in order to deter mine if items quoted meet the needs of the Government. The following clauses apply. Evaluation criteria will be based on technical capability of the items offered to meet the Government requirements, past performance and price.
