Description
This is not a solicitation for bids/proposals but a Request for Information (RFI). This synopsis is issued for the sole purpose of the 72d Contracting Squadron, Tinker AFB, OK, to conduct Market Research in accordance with FAR Part 10. This effort is to seek qualified sources capable of providing a function currently performed by government personnel. That function includes maintenance of three E-3 aircraft mission crew trainer simulators, the Facility for Interoperability Testing (FIT), and the Environmental Control Systems, Joint Tactical Information Distribution System (JTIDS) terminals, Tactical Data Information Link 11 (TADIL-A) terminals, Central Switching Device (CSD), Simulator Communications Switching System (SCSS), Audio Distribution System (ADS), and External Electronic Support Measures Simulator (EES) equipment that support the mission simulators and FIT. This RFI is for market research and planning purposes only. It does not constitute a Request for Proposal nor is it to be construed as a commitment by the Government. The Government will use the information obtained from this RFI to understand the interest and capabilities of the market for this task. The contract type has not yet been determined. The North American Industry Classification Systems (NAICS) Code has not yet been determined and the small business set-aside, if any, has not been determined. Request respondents capable of performing this effort furnish, by e-mail, a capability package of no more than 20 single-sided pages, to Contract Negotiator, kelly.benton@tinker.af.mil and Program Manager, nancy.garza@tinker.af.mil, no later than close of business, 4:00 pm, 14 March 05. The capability package shall include the following information: 1. Respondent?s ability to perform the functions identified 2. Respondent?s experience in performing similar functions 3. Respondent?s interest in bidding for this work should a solicitation be issued. Please include company name, address, telephone number, point(s) of contact with an email address, business size ? NAICS Code, DUNS number, CCR Registration number, Federal CAGE Code and a description of similar contracts. The description should include agency name, contract number, dollar magnitude, performance period and points of contact with current phone numbers. E-3 Mission Simulators and Facility for Interoperability System Testing (FIT) The E-3 aircraft mission crew trainer simulators are used to provide training and evaluation for E-3 aircraft mission crew personnel operating as a team, support exercise scenarios, and provide the capability to test organic Airborne Operational Computer Program (AOCP) software changes. The Facility for Interoperability Testing (FIT) consists of E-3 aircraft mission operational and FIT unique equipment necessary to support testing within and among E-3 systems, interoperability testing of E-3 Systems, and development, testing and evaluation of E-3 Operational computer programs. All equipment is currently maintained by personnel in the 2E2X1, Computer, Network, Switching and Cryptographic Systems Career Field Specialty. Maintenance is performed in accordance with Air Force Instructions and Technical Orders and consists of performing power on/off procedures, system initialization, isolating malfunctions and replacing faulty equipment/parts to minimize downtime. All personnel must be able to obtain and maintain a Secret security clearance. The following systems are used to support the simulators and FIT: - Environmental Control Systems include the forced air and draw through air systems for equipment cooling and the environmental air system for personnel. The facility supplies the required air for all three mission simulators and FIT, controls the temperature of environmental air and provides fire dampers for the draw thru and environmental air. Additionally it includes sensors that monitor the operation of the air system to protect the equipment. - Joint Tactical Information Distribution /System (JTIDS) terminals are military data/voice links that operate over the JTIDS network by using a high capacity digital radio broadcast link that distributes communications in the UHF range and employs Time Division Multiple Access to provide access to a large number of users. - Tactical Data Information Link 11 (TADIL-A) terminals are data links that utilizes HF and UHF ranges. - Central Switching Device (CSD) is a signal amplifying communications switch that allows the mission simulators and FIT to be connected in various configurations. - Simulator Communications Switching System (SCSS) provides communication switching between the mission simulators, the FIT, and external radio voice circuits. - Audio Distribution System (ADS) consists of two switching units, which control the routing of the audio signals and a control and indicator panel for programming the radios and secure intercom nets. - External Electronic Support Measures Simulator (EES) is a PC based system that provides dynamic, real-time ESM simulation that is fully integrated with AOCP?s internal simulations.
