Description
NA The Volpe National Transportation Systems Center (Volpe Center) plans to issue a sole source Simplified Acquisition to Overlook Systems Technologies, Inc., Vienna, VA, to develop a Global Positioning System (GPS) Civil Monitoring Specification. There has been a concern in the civil community that there is a lack of continuous monitoring of the GPS Standard Positioning Service (SPS), the Civil Applications Office of the GPS Joint Programs Office (JPO) has taken steps to address this concern by developing this Specification with the purpose of identifying in a single document civil user expectations for monitoring the GPS service. This document will be approved by the Civil Position/Navigation Executive Committee and will be provided to the GPS JPO as a concise statement of what is expecte d for civil monitoring. The contractor will be required to ensure that capabilities specified in the Civil GPS Monitoring Specification are incorporated into the requirements process for the development of a future version of the GPS OCS. The contractor must identify Signal-in-Space monitoring capabilities that should be implemented to address how the signals are employed by civil users. This procurement will be conducted under Simplified Acquisition procedures in accordance with FAR Part 13. The NAICS Code 541990 and the small business Size Standard is $6M. Interested firms have 15 calendar days from the date of publication of this synopsis to submit in writing to the above named point of contact, clear and convincing documentation of their company?s capability to provide required s ervices. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. The RFQ issuance will be on or about March 9, 2005. Small business firms will be required to submit a maximum of three but not less than two pages of documentation in support of the above for eva luation prior to receiving a solicitation. No telephone requests will be accepted ? only written requests for this solicitation will be accepted, however, we will accept requests via facsimile at (617) 494-3024, ATTN: Karen Marino, DTS-853. Telephone calls in place of required documentation is not acceptable.
