Description
The Department of Energy Idaho Operations Office (NE-ID) announces its intention to compete the work currently performed under the Environmental Surveillance, Education, and Research Program (ESER). The ESER provides services to NE-ID including environmental surveillance, natural resources management advice and support, environmental education, and ecological/radioecological research at the Idaho National Laboratory (INL) (formerly the Idaho National Engineering and Environmental Laboratory). The purpose of the Program is to collect environmental and ecological data, interpret those data, and provide information to NE-ID, stakeholders, and the public on potential environmental impacts from INL operations and the general state of INL???s natural environment. Environmental surveillance services involve collection of samples of various media near the boundary of and distant to the INL site for analysis of radionuclide content. Wildlife, habitat, vegetation, and other environmental survey services as well as discrete research projects in these areas are included in the scope. Involvement of and outreach to all levels of regional and state-wide educational institutions is emphasized, as is cooperation with external stakeholder groups. The INL is an 890 square-mile site located in southeastern Idaho and encompasses one of the last remaining relatively undisturbed tracts of sagebrush steppe habitat. The INL is a science-based, multiprogram national laboratory dedicated to advancing the U.S. Department of Energy's strategic goals in the areas of energy, national security, science and the environment. The INL is currently operated for the DOE by Battelle Energy Allinance. The current ESER contract is being performed by S.M. Stoller Corporation of Idaho Falls, Idaho. A Request for Proposals document is anticipated to be released on or about April 1, 2005, and will be posted to the Department of Energy???s e-center website at http://e-center.doe.gov/. Award is estimated to be on or about October 1, 2005 with a contract start date of November 1, 2005. A cost plus fixed fee contract is anticipated at an estimated cost of 8 to 9 million dollars. The procurement is 100% set aside for small businesses only. NAICS Code is 541710.
