- The Delegation of Poland to NATO plans to release a Notification of Intent (NOI) to invite interested firms to bid on the Polish Ministry of National Defense plan for the construction of a new maintenance hangar with general maintenance workshops and aircraft maintenance apron at Swidwin airfield, Bid Number ICB/01/2005-AF. This project will be funded by the NATO Security Investment Program with an estimated cost of 13,000,000 PLN (over $4 million USD). Estimated period of implementation: August 2005 to January 2007. The procedure will follow single stage competitive bidding. The scope of the project includes: 1. Provide new maintenance workshop, and; 2. Provide new general maintenance workshops, including: (a) demolition of the existing concrete pavement, demolition of the wooden shed; (b) main hangar bay for two combat aircraft of steel structure with light type enclosure (lower part of walls is made of bricks); (c) annexes: workshop, office and social rooms of traditional structure; (d) internal installations: central heating system and technological heat system with the built-in boiler house and heating oil tank, mechanical ventilation system, cold and hot water systems and sewerage system, compressed air system, fire protection installation, electrical installation, telecommunications installations, signaling installation, fire alarm and CO detecting, lighting protection installation, aircraft grounding; (e) external tanks and fire protection water pumping station, tank for foam wastes, water supply system terminal, sewage networks; (f) power supply systems, self-contained transformer station, emergency self-contained electronic power generator, telecommunication networks; (g) access roads of concrete cubes, and sidewalks; 3. Provide aircraft maintenance apron, including: demolition of fragment of the existing pavement, providing concrete pavements, provide aircraft grounding, earth shoulders shaping, day marking, drainage, relocation of power cables and telecommunications cables, and pavement lighting; The procurement shall comprise the following projects: 1. 2AF 15034: Aircraft maintenance apron 2. 2AF 15040: Provide new maintenance hangar 3. 2AF 15043: Provide new general maintenance workshops Security classification: This procurement will be classified up to the NATO RESTRICTED level. Only eligible companies with similar project experiences may participate in the bid. Similar projects successful completion certificates issued by the relevant authorities have to be enclosed. A lack of relevant projects successful completion certificates could lead to elimination of the applying company. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMINATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS WILL NOT BE CONSIDERED. The host nation reserves the right to check bidder financial credibility, technical capabilities and references. Any bidder that fails to submit the aforesaid documentation may be eliminated from the bidding procedure. Important dates and deadlines: 1. The deadline to be certified and nominated to the bidder list: 16 March 2005 2. The estimated date of distribution of CAHIER DES CHARGES to the applicants: 11 April 2005 3. The estimated date of submitting offers in the Polish language: 25 May 2005 4. The expected date of the bidder selection: 20 July 2005 All companies that qualify shall receive Cahier Des Charges upon transferring a Cahier Des Charges Security in the amount of PLN 20,000 to the procuring entity bank account number relevantly to instructions that shall be provided in a written form to all pre-qualified companies. All firms that receive the Cahier Des Charges have to return the complete set of documentation within 10 days after the bid opening date to the Polish issuing authority, regardless the results of the bidding. Otherwise it shall become a subject of no financial reimbursement of the Cahier Des Charges Security. While reimbursing the Cahier Des Charges Security, the Procuring Entity shall deduct all costs related with providing one single copy of the entire set of the Cahier Des Charges. The bidding procedure, excluding the Declaration of Eligibility, shall be conducted in the Polish language, and the Polish language shall be the contract language. It is specifically stressed that the bid may be cancelled, with no reimbursement to the bidders for expenses occurred or above-mentioned dates may be subject to change. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Polish Ministry of National Defense. However, only firms that the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 16 March 2005 deadline will be allowed to bid.
