- This is a Sources Sought Synopsis. The Defense Logistics Agency (DLA) is seeking an Expression of Interest (EOI) from prospective contractors or other concerned individuals or organizations who may be interested in participating in the A-76 Study for the Defense Distribution Depot Oklahoma City, Oklahoma (DDOO) guided by the Office of Management and Budget (OMB) Circular No. A-76. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any other purpose. The DLA is a U.S. Department of Defense (DoD) agency that provides focused logistics support to America?s Armed Forces around the world. In support of DLA?s mission the Defense Distribution Center (DDC) is a combat support organization, providing a single, unified material distribution system for DoD under DLA management. The DDC mission is to provide an integrated pipeline that sustains our Armed Forces around the world with innovative and tailored logistics services that are ever improving in terms of cost, timeliness and relative value. The DDOO distribution services include the planning, programming, and management necessary to execute the following in an efficient and effective manner: receiving, storage, inventory, packaging, assemblies and disassemblies, Care of Supplies in Storage (COSIS), stock control, selection, issue processing, packing, shipping of repair parts/secondary items in support of worldwide customers and local on-base delivery in support of on-base customers. Additionally, DDOO provides support for deployments and mobilization exercises. The service provider will be required to provide the leadership and management expertise necessary and appropriate to manage and operate the DDOO and to accomplish all functions contained in the Performance Work Statement (PWS). DDOO is located in Midwest City, OK at Tinker Air Force Base (TAFB) and encompasses 2.170 million square feet of covered storage space and 1.257 million square feet of open storage space. From its in-stock inventory of over 8.5 billion dollars, DDOO provides wholesale and retail distribution support for the Oklahoma City Air Logistics Center (OC-ALC), other tenants and worldwide customers. DDOO supports DoD?s only Air Control Wing, the 552nd (AWACS), the Navy?s Command Strategic Communications Wing One (CSCW-1) and the 507th Air Refueling Wing (AFRC). Other major customers include the 38th Engineering Group (EIG) as well as the 3rd Combat Communications Group (3CCG). Worldwide customers include all the Armed Forces as well as foreign military services. DDOO provides distribution and delivery services in support of Center-level maintenance for numerous aircraft and engines. The annual baseline cost is approximately $ 60 million. DLA is currently preparing its Request for Proposals (RFP). A draft is expected to be released on or about April 22, 2005. The NAICS code for this action is 493110 and the small business size standard is total annual receipts of less than $21.5 million. DLA's competitive sourcing process will examine the financial impact of providing the services in-house or by contract. The examination is conducted in accordance with the Office of Management and Budget (OMB) Circular No. A-76. The A-76 guidelines encourage competition and provide a level playing field between public and private offerors. This website will be the principal distribution medium for notices, changes, questions, or any other pertinent information related to the RFP. It is strongly advised that interested offerors check this website frequently for updates. Prospective offerors desiring to be added to the bidders? list are requested to submit an EOI that identifies the prospective offeror (business/organization name, business size, point of contact, e-mail address, and telephone number.) Submit your EOI to the POC identified below on or before March 25, 2005.
