Description
The Defense Information Technology Contracting Organization (DITCO) - Europe intends to issue under full and open competition, Request for Proposal (RFP) HC1021-05-R-2000 to establish a contract to provide a Dense Wave Division Multiplexed - Optical Transport Network (DWDM-OTN). This network will allow delivery of IT services over a broadband gigabit optical network. Scope of the effort will encompass: 1) Engineer, Furnish, Install and Test (EFI&T) of an optically protected DWDM-OTN with Government furnished interconnecting fibers in Germany with the option to include BENELUX (Belgium, Netherlands, Luxembourg), Italy and unknown future locations. 2) Design of a fully flexible, configurable, and scalable network with efficient utilization of all optical channels. 3) Interoperability with other standards based multi-vendor equipment at the required interfaces. 4) Supporting existing legacy Synchronous Optical Network (SONET), Time Division Multiplex (TDM), Asynchronous Transfer Mode (ATM), and new GigE/10GigE interconnected router systems. 5) Providing for full interface and interoperability with DISA?s Global Information Grid Bandwidth Expansion (GIGBE). 6) Enabling remote provisioning and management of the optical transport network from the Theater Network Operations and Security Center (TNOSC). 7) Ensuring reliability and availability of the transport network by providing the capability to automatically reroute/restore channels in the event of a failure, and to remotely monitor the performance of the network. 8) Providing Support Services for the limited operation and maintenance of the network. These services and equipment will be acquired primarily for the U.S. Army and other DITCO-Europe customers within the United States European Command (USEUCOM) and the United States Central Command (USCENTCOM) Area of Responsibility (AORs). The RFP will be issued under the commercial acquisition procedures of FAR Part 12 and an Indefinite Delivery/Indefinite Quantity (ID/IQ) firm fixed priced contract is contemplated. Period of performance is a two year base period, with three, one-year options. The Government will make a single award to the best value offer. The RFP will be posted on or about 1 March 2005 in Federal Business Opportunities (FEDBIZOPPS) at (http://www.fedbizopps.gov) and DITCO web site at (http://www.ditco.disa.mil) and will not be made available in hard copy. This acquisition is unrestricted and (NAICS) 541512 is applicable to this requirement.
