- The National Labor Relations Board (NLRB) has a requirement for Verbatim Reporting and Transcription Services (VR&TS). This requirement is a two 2-year contract (base year and one (1) option year), which must be performed at locations throughout the 48 contiguous states, including Washington, DC, Alaska, Hawaii, and Puerto Rico and the Virgin Islands (see solicitation for specific locations). The prices bid for these services will include an original and duplicate copy of the verbatim transcript of all Board (i.e., the "Board" means NLRB) case hearings. In conjunction with this requirement, interested parties are encouraged to participate in a pre-bid conference that will be held through the use of video conferencing. The purpose of this conference is to exchange information to improve the understanding of Government requirements and industry capabilities. Interested parties are to travel to the Regional Office within their closest geographical proximity. Specifications for when and where the conference is to be held will be contained in the solicitation. Travel costs to and from the Regional Office will not be reimbursed. Bids submitted will be awarded on a location-by-location basis, and include all of the geographical boundaries (see solicitation for boundaries). Once the solicitation has been issued on or about November 1, 2002, no bid deviations to the solicitation will be accepted. The bidders must demonstrate extensive court reporting experience for VR&TS. The acquisition strategy for this requirement will be full and open competition under a 100 percent small business set-aside. NLRB will use FAR Parts 12, 13, and 15. FAR Part 13 will have precedent over FAR Parts 12 and 15. The Standard Industrial Classification Code (SIC) is 7338, Secretarial and Court Reporting (except secretarial). The North American Industrial Classification System (NAICS) is 561492, Court Reporting Services.
