- NAICS Code: 334513 The US Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor, Michigan is undertaking a comprehensive program to test up-and-coming technologies that will be used to meet new highway and non-road emission requirements. In accordance with FAR Part 12, using the Simplified Acquisition Procedures of FAR Part 13, the EPA seeks to purchase a commercially available magnetic sector mass spectrometer for the on-line measurement of hydrogen from both compression and spark ignition engine exhaust. For this requirement, the contractor shall have total system responsibility, which shall include all phases of the project, design/configuration, assembly, integration, quality assurance, delivery to EPA NVFEL, installation, calibration, commissioning, acceptance testing, documentation and training of EPA staff. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO standards. The hydrogen magnetic sector mass spectrometer must have the capability to measure in the 2, 3, and 4 amu range, have a fast response time (up to 200 msec), and have an analyzer controller including software and chiller for H2O removal. Additional specifications shall include measurement accuracy of + 2% of FS (full scale), drift shall be <3% over (12) twelve hours at 1% hydrogen, a sample inlet system capable of sampling from compression and spark ignition exhaust, a 0-10V analog output and a built-in safety system. The magnetic sector mass spectrometer data system shall include a workstation that is fully compatible with the mass spectrometer system and shall include the data system processor with a 16-bit or 32-bit CPU that runs at 1.4 GHz or faster, an acquisition processing unit and a 512 MB or more RAM. The monitor shall be a 17" flat panel color or larger with true color at a minimum of 1024 x 768 screen resolution. Other components shall include an optical mouse and keyboard, WIN NT or WIN 2000. Also included shall be the operation manual for the data system. The requirement includes an option for one (1) additional gas analyzer as detailed previously. Delivery schedule for the gas analyzer(s) shall be sixty (60) days from date of award. This acquisition is designated as full and open competition under NAICS code 334513. The acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures. It is anticipated that a Request for Quotation (RFQ) will be issued on or about March 10, 2005. All responsible sources may submit a proposal which shall be considered by the Agency.
