Description
The Seattle District Corps of Engineers has a competitive requirement to construct FY05 Maintenance Hangar 305 & Pavements, Portland Air National Guard (PANG), Portland, OR. This project consists of construction of a new maintenance hangar facility a nd pavements, PANG, Portland, OR. The work will consist of construction of a new maintenance hangar facility with reinforced concrete footings, foundation, and floor slab; structural steel framing, precast concrete wall panels, metal roof decking, and pre formed metal roofing panels, fascias, and trim; building mechanical and electrical systems, communications/computer management system, site utilities, hangar access pavements, fire protection and site improvements. This requirement will be a Best Value pr ocurement conducted in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15. Period of performance is 540 calendar days. The price range for this project is between $10,000,000 and $25,000,000. The North American Industry Classification System with a size standard of $28.5 million. The solicitation will be a Request for Proposals, and a fixed-price contract will be awarded as a result of this procurement. This project is open to both large and small business. I f you are a large business and your proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for small, HUBZone, small disadvantaged, small woman-owned, and small veteran-owned concerns. For the purposes of this pro curement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $28.5 million.
