Description

Description of Work: Construct headquarters building company for two small sized companies for the Psychological Operation Group, Special Operations Forces approximately 19,000 SF. These work facilities should include workspace and offices to support the units operations. It will consist of a two story steel framed brick veneer on concrete slab company headquarters building includes: arms rooms and vaults, conference rooms, individual offices, classrooms, classified document storage vault, latrines, 124 parking spaces for privately owned vehicles, Construction includes infrastructure, landscaping and other site improvements. The project will be solicited and procured using a Past Performance, Price, Tradeoff (PPT) Re quest for Proposals (RFP) in accordance with FAR Part 15.101-1. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. PRICE is equal in importance to ALL TECHN ICAL FACTORS when combined. The technical proposal will be evaluated utilizing the following two factors. Factor 1: Construction Past Performance, Factor 2: Corporate Relevant Specialized Experience. Offerors are reminded that while the Government may el ect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Estimated Cost Range is from $1,000,000 to $5,000,000. Project may include options. Network Analysis System will be required. This solicitation will be issued in electronic format only and will also be available on or about March 1, 2005 on the internet at http://ebs.sas.usace.army.mil/ This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Ac t of 1988 (Public Law 100-656). No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
