- DRAFT SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS Class Code: 67 NAICS Code: 335991 Subject: SVR 3 Electronic Ballistic Range Camera Solicitation Number: W813LT-4320-7035 Response Date: 02/28/2005 Place of Performance:US Army Research Laboratory Acquisition Center,Adelphi Contracting Division,Bldg. 1197A Aberdeen Proving Grounds, AGP MD 20015-5001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. The solicitation number is W813LT-4320-7035. This acquisition is issued as an Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 1-27. This acquisition is unrestricted.. The associated NAICS code is 335991. The size standard is 500 Empolyees. The solicitation is identified as brand name or equal , the purchase description reflects the characteristics and level of quality that will satisfy the Government needs. The salient physical, functional, or performance characteristics that equal produ cts must meet are specified in the solicitation. To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must-- Meet the salient physical, functional, or performance characteristic specified in thi s solicitation; Clearly identify the item by--Brand name, if any; and make or model number; include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contra cting Officer; and Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror o r identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. The following is a list of contract line item number(s) and it ems, quantities and units of measure, (including option(s), if applicable). CLIN No. 0001 Ballistic Range Camera: SVR 3 Electronic Ballistic Range Camera, PN: 135-100-00 -QUANTITY 1 Each High Resolution 2048 X 2048 X 12 Kit CCD Sensor, 40mm Multi Channel Plate Intensifier, f/o to CCD, Exposures of 20 nanoseconds to 1 millisecond. 100 Meters fiber optic cable, Zoom Lens, Lens Support, Through the lens focus, Fitted Case for transport and storage; OR EQUAL - Camera must be capable of: Capturing a minimum of one (1) 2048 x 2048 pixel digital image with an minimum exposure time of 20 nanoseconds. It must be capable of multiple exposures on the same image with an adjustable sensitivity. Remote operation from a portable computer system through fiber optic cabl e that allows for programming of the camera and downloading of the images for analysis. The camera must also contain Make/Break/TTL input triggering capabilities and be able output a TTL signals trigger multiple electronic flashes and cameras. Nikon F-mou nt lens compatible. Electromagnetic and Radio Frequency shielded for use with other High Voltage Electronic equipment. Tripod mount. Portable with a carrying case. CLIN No. 0002 - QUANTITY 1 Each, Portable Control Computer Option, PN: PCC-100-00: Porta ble Computer with F/O fiber optic and digital interface cards, with software loaded; OR EQUAL - A laptop with the appropriate fiber optic hardware to communicate with the camera(s) attached to the system. It must also contain the camera operating software to program all features of the camera and operate a minimum of one (1) camera and a maximum of four (4) cameras through a single interface. This so ftware must be able to measure angles and velocities, capture and store the images on removable media. CLIN No. 0003 - QUANTITY 1 Each, Flash Head Power, Flash Head Power, Supply, PN:7002-446. power supply controller for flash head, will hold up to 4 flas h heads: OR EQUAL - A laptop with the appropriate fiber optic hardware to communicate with the camera(s) attached to the system. It must also contain the camera operating software to program all features of the camera and operate a minimum of one (1) came ra and a maximum of four (4) cameras through a single interface. This software must be able to measure angles and velocities, capture and store the images on removable media. CLIN No. 0004 -: QUANTITY 2 Each , Flash Head: PN:7002-447, 500 Joule, 1.5 milli second flash duration; OR EQUAL - Two(2) electronic flash heads each capable of a 500 joule 1.5 millisecond flash duration. These units must be semi-ruggedized for harsh environments. These units must be capable of triggering by way of a TTL signal. The Government has a non functioning SVR 2, bar coded 9639C, Serial #S2025 available for trade-in. Vendors should include in their proposal the value of the trade-in and the total net effect on the purchase price. Accordingly, the Government reserves the right not to trade in the item; thus offerors should provide as part of the proposal a price that includes usage of a trade-in and one that does not include the use of a trade-in. The Government reserves the right to award without discussions based on i nitial proposals. The manufacturer of this item is DRS Data & Imaging Systems Inc., 138 Bauer Drive, Oakland, N.J. 07436 The Contractor shall delivery to the Army Laboratory Research Laboratory, Aberdeen Proving Grounds, APG MD 20115-5001. The FOB point is the destination. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical and Price (to include price with trade-in and pir ce without the trade-in). The technical capability of the item will be determined as to whether the proposed product meets the technical specification based on furnished by the Contractor quote. The Government is not responsible for locating or securing any information, which is not identified in the solicitation.. The Contractor shall include a clear description of such proposed modifications and clearly make any descriptive materials to show modifications. Flash head power supply that will control up to four the following flash heads; i. 500 joule, 1.5 millisecond flash duration, flash head.
