- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this Notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE ENTIRE SOLICITATION WILL BE ISSUED ON THE FEDERAL BUSINESS OPPORTUNITIES (FEDBIZOPPS) WEB SITE AT http://www.fedbizopps.gov/ Select "Vendors"; under Acronym, select "USAF"; at AFMC, select "Locations"; at AFRL, Rome Research Site, select "Posted Dates". All small business offerors interested in submitting a quote for this solicitation must register in order to be placed on the Offerors List. Include your company name, address, telephone number and point of contact, fax number, and e-mail address. This list will be provided to facilitate subcontracting opportunities only. Offerors registering their name on the Offerors List should not conclude that they would receive a paper copy of the solicitation in the mail, as a paper copy will not be available. All prospective offerors are responsible to visit the FEDBIZOPPS frequently and obtain any amendments or other information pertaining to this solicitation. The solicitation will only be available by downloading the documents from the FEDBIZOPPS. Synopsis/Solicitation FA8751-05-Q0238 is being issued as a Request for Quote (RFQ), for a Firm Fixed Price Purchase Order with 2 options, incorporating provisions and clauses in effect through Federal Acquisition Circular 2001-26, Effective 19 Jan 2005 and DFARS Change Notice DCN 20040113. Contract will be awarded on or about 28 Feb 2005, actual performance will begin on 01 Mar 2005 and continue until 30 Sep 2005. There are TWO option years to follow, and all option years will begin service on 01 Oct and end on 30 Sep. Additional information may be obtained at the FEDBIZOPPS and FAR, DFAR, AFFAR and AFMCFARSUP on-line, at http://farsite.hill.af.mil, the latter for access to full text of all provisions and clauses. The NAICS code is 235110 for this restricted acquisition with a small business size standard of $11.5M. See Note 1. The Defense Finance and Accounting Service, Rome NY, has a requirement for a contractor to provide all labor, tools, materials, transportation, and supervision necessary to provide inspection, maintenance and repair of the Trane HVAC equipment and controls at DFAS Rome as defined in the Statement of Work. See the FEDBIZOPPS for the Statement of Work, dated 1 Feb 2005, and the Bid Schedule. Alert: Vendors are STRONGLY encouraged to use the Standard Form 1449 as the first page of their offer. If you choose not to use the Standard Form 1449, you are cautioned to complete and provide with your quotation all the data requested by FAR 52.212-1 Instructions to Offerors-Commercial Items. Failure to do so may eliminate you from consideration for award. The clause at 52.212-1, Instructions to Offerors-Commercial Items and FAR 52.212-3, Offeror Representations and Certifications - Commercial Items is applicable. FAR 52.212-1 paragraph (c) is amended to read as follows: (c) The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers. The following paragraphs are added to 52.212-1 (k) Failure to comply with the terms and conditions of the solicitation may result in the rejection of your quote. In addition, failure to satisfactorily demonstrate the capability to comply with the requirements set forth in the solicitation may result in a "no award" determination relative to the quote in question. Award will be made based on price. See the FEDBIZOPPS. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable. FAR 52.212-4: paragraph "(a)(1) and (a)(2) are revised as follows: (a)(1) When the defects in service cannot be corrected by reperformance, the government may (1) require the contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed. (a)(2) If the Contractor fails to promptly perform the services again, or to take necessary action to ensure future performance is in conformity with contract requirements, the government may (1) by contract or otherwise, perform the services and charge to the contractor any cost incurred by the government that is directly related to the performance of such services or (2) terminate the contract for cause.
