Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI)) intends to negotiate an award of a purchase order on a noncompetitive basis to Total Video Solutions, Inc. , 43670 Trade Center Place, Suite 155, Sterling, VA 20166, to provide a customized cabinetry for the installation of the SmartBoard ?In-Wall Series Model 2960, Rear Projection System. Contractor Requirements: Independently, and not as an agent of the government, the contractor shall furnish the materials, equipment, and facilities not otherwise provided by the government under the terms of the contract. Specifically the contractor shall: construct three (3) cabinetry units to house the SmartBoard ?In-Wall Series Model 2960, Rear Projection Systems. The cabinetry is to be constructed in a cherry or other pre-approved finish; approximately 48" deep with the side credenzas set back with the distance to be determined. The top of each cabinet will be trimmed with crown moulding on the front and sides the credenzas. Each cabinet will be fitted with adjustable shelving for future use or be designed to allow a rack-mount kit. The cabinets shall be outfitted with a framed glass door for easy frontal access. The overall height of the cabinet will measure approximately 7-1/2' tall with the side?s approximate 30" tall. The width of the entire cabinet is approximately 9', and the side panels of the cabinet shall be removable allowing for access to perform routine maintenance on the equipment. Only two (2) VGA plates are required. The sole source award to Total Video Solutions, Inc. (TVS), is contemplated based upon the fact that TVS initially installed the SmartBoards in the government?s facility and has the detailed knowledge of the operation of the equipment. Since, TVS, is familiar with the facility?s installation requirements and the equipment, it is in the government?s best interest not to change the company at this time so that the conference facilities may be completed and become operational within the government?s deadline. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures. It is noted that FAR Part 6, Competition Requirements, is not applicable to simplified acquisitions. The North American Industry Classification System (NAICS) applicable to this requirement is 337129, and Size Standard is 500 employees. Interested parties are requested to review the above requirements, and submit a statement of interest which includes: (1) an itemized price; (2) at least three (3) references documenting similar past performance experience; and (3) a proposed delivery date. The proposals will be evaluated on the Offeror?s price, successful past performance experience on similar projects, and the delivery date. The interested parties statement of interest is due on February 18, 2005 by 4:30 P.M. The proposal must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNS), the Taxpayer Identification Number (TIN) and the Offeror?s business size. The Offeror must also register in the Government?s Contractor Registry System. Note: www.ccr.gov . Proposals will be evaluated in strict conformity with the evaluation criteria herein and in conformance with the Offeror?s proposal as it relates to the Government?s requirements. A final best-buy analysis will be performed taking into consideration the results of the technical evaluation, cost analysis, and ability to complete the work within the Government's required schedule. The Government reserves the right to issue an order to the best advantage of the Government, technical merit, cost, and other factors considered. All responsible sources may submit a proposal which if timely received shall be considered by the agency. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The statement of interest referencing synopsis number NHLBI-PS-2005-052/DDC, must be submitted in writing the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. FAX proposals will only be accepted if dated and signed by an authorized company representative.
