Description
USAID/Nigeria is posting a DRAFT request for proposals (RFP) for the implementation of the Restructured Economic Framework for Openness, Reform and Macroeconomic Stability (?REFORMS?) activity. REFORMS has a base funding level of $9.37 million over four years and will be implemented through a performance-based cost plus fixed fee contract. Additional USAID funding of $2 million may come from Agency-wide initiatives, making the maximum funding of this contract to $11.37 million. REFORMS will support implementation of USAID/Nigeria?s Country Strategic Plan (CSP) 2004-2009, which is based on strategic objectives addressing democracy and governance, agriculture and economic growth, social sector services and HIV/AIDS mitigation. The Mission level goal is ?Achieving a more transparent and participatory democracy with a healthier and better-educated population in a growing and diversified economy.? The REFORMS program aims to improve the policy environment and address major impediments to economic growth in Nigeria. Program components include: 1) budgetary process and procurement oversight; 2) capacity building for Government of Nigeria (GON) institutions and civil society organizations (CSOs) involved in the policy process; and, 3) implementation of policy reforms in key sectors. USAID/Nigeria is not requesting proposals at this time. Any proposal that is received in response to this DRAFT RFP will be discarded prior to issuance of the final RFP.
