February 3, 2005 Procurement Office: U.S. Environmental Protection Agency, National Procurement Contract Service Center (3803R) 1200 Pennsylvania Ave, NW Washington, DC 20460 Response Date: February 23, 2005 The U.S. Environmental Protection Agency (EPA) Wetlands Division in the Office of Wetlands, Oceans and Watersheds intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to the Environmental Law Institute (ELI). The purpose of this acquisition is to coordinate and facilitate the National Wetlands Awards contest and presentation. The NAICS code for this procurement is 9241. The ELI has been conducting the National Wetlands Awards Contest since 1989. Because of this long standing history they have a unique knowledge of the procedures and processes required to stage this competition and award ceremony. No other contractor has the requisite knowledge or experience to satisfy the Government's requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
