Mullen, Contracting Officer, mullen.mark@epa.gov The United States Environmental Protection Agency, under Simplified Acquisition Procedures of FAR Part 13, intends to issue a sole source purchase order to: Name of Contractor: Contractor & Address Western Residential Energy Services ATTN: Steve Baden PO Box 444561 Oceanside, Ca 92052 Justification Steve Baden of Western Residential Energy Services serves as the Executive Director of the Residential Energy Services Network (RESNET) and will be the consultant for technical expertise under this Simplified Acquisition Purchase. RESNET , 501-C-3 non-profit organization, has a mission to improve the energy efficiency of the nation's housing stock and to qualify more families for home ownership by expanding the national availability of mortgage financing options and home energy ratings. RESNET is also the national accrediting body for Home Energy Rating Providers and administers the national Home Energy Rating system. As a result, Mr. Baden of Western Residential Energy Services, along with the Residential Energy Services Network, are in a unique position to successfully complete the tasks set forth in this Simplified Acquisition Purchase. Statement of Work (to be completed) The overall goal of the work to be conducted is to increase the demand for, and availability of, energy efficient homes. A related goal is to develop and maintain a national network of home energy rating organizations to verify the energy performance of residential homes. Task 1. Develop a nationally-recognized Sampling Accreditation Standard for Home Energy Rating Providers The utilization of a sampling protocol to verify the energy efficiency performance of new homes has been extremely successful in increasing the number of energy efficient homes available in cities such as Phoenix, Las Vegas, Columbus, Houston, Dallas, and Des Moines. Under this task, the contractor shall: 1. Complete the adoption of a nationally-recognized protocol for sampling of homes to verify energy performance. 2. Develop and implement a nationally-recognized Sampling Accreditation Standard for Home Energy Rating Providers. Deliverable Date Due Adopted Sampling Protocol March 31, 2005 Draft Accreditation Standard July 31, 2005 Final Accreditation Standard December 31, 2005 Task 2. Develop and adopt a robust Quality Assurance Standard for the Home Energy Ratings Industry Maintaining high levels of quality in the Home Energy Ratings process is of paramount concern for the long-term viability of the Home Energy Rater Industry and consumers' confidence in energy efficient homes in the market. Under this task, the contractor shall: 1. Develop a framework for an industry-accepted standard for Quality Assurance in conducting Home Energy Ratings. This shall involve addressing technical issues, training and education, and rater ethics. 2. Complete the adoption of and implement a nationally-recognized Quality Assurance Standard. Deliverable Date Due Draft Quality Assurance Standard July 31, 2005 Final Quality Assurance Standard December 31, 2005 The NAICS code for this announcement is 541690, Technical Services. No solicitation or request for quotation (RFQ) is available. Not withstanding, any firm who believes it is capable of meeting the EPA's requirements stated herein may submit a 2-page readable response (single space) identifying specific experience with this type of effort, which if received within 5 calendar days of the date of this announcement, will be considered. Any response failing to provide the aforementioned data will be disregarded. Routine requests for a copy of the RFQ will be disregarded. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
