Description
Please note: That the Fleet and Industrial Supply Center, Norfolk is seeking 8(a) and small business support. System constraints will not allow us to choose more than one Set-Aside entity. The place of performance location consists of several key Fleet Forces Command activities. Sources Sought Notice The Fleet and Industrial Supply Center, Norfolk is seeking 8(a) and small business sources to provide contactor support in conducting lean transformation facilitation services throughout the Naval Ordnance Enterprise. Specific tasks include: Task 1: Program Management Task 2: Executive-level Lean Education and Training Task 3: Deployment of Lean Manufacturing/Lean Enterprise concepts Task 4: Ongoing improvement, mentoring and support of Lean Manufacturing/Lean Enterprise concepts Task 5: Policy recommendations to imbed Lean in everyday operations Task 1: Program Management. Provide timely Program planning, control, and reporting to maintain stated Program cost, schedule, and performance thresholds. Provide meeting facilitation and documentation support. Assist Government in determining measures of success. Collect, analyze, and report Program data and metrics to assess Program performance. Plan and schedule published, associated cost estimates delivered and receipt acknowledged by Government. Provide monthly progress reports, publish meeting minutes, and provide program briefs. Task 2: Executive level Lean Manufacturing education and training. Provide training and education to initial cadre of Naval Ordnance Enterprise executives via mobile ?road show? to create organic expertise and competency for supporting design, implementation and sustainment of this integration and modernization initiative. The objectives of the training are: Instill the leadership knowledge required to achieve Lean processes into an operating unit Get positive results ? lower cost with better quality and higher customer satisfaction. The overall goal is to provide formal training to senior management and to initiate activity into the business. This activity will include strategic planning and tactical deployment. Experts in Lean processes, customer value and creative problem solving should provide the training. Typical description of required training(provided as reference only): Overview. Provide participants with an overview of the training activity including its focus on operating excellence through the achievement of Lean processes capabilities (emphasize 5 principles ? Value from the Customer?s Perspective, Establishing the Value Stream, Enable product to Flow without interruptions (cycle time reduction), Allow the customer to Pull value from the producer and Perfection (Mistake Proofing). Customer Value. Provide methodology and tools for understanding who your ultimate customers are, what they value, and how that value is deployed through the value streams with your internal partners. Pursuing Perfection , ?Out-Of-The-Box? Thinking. Provide methodology and tools for recapturing the creative thinking required to help in generating, analyzing and implementing improvement ideas. Understanding Value Stream, Flow and Pull. Provide methodology and tools for determining how value is flowed to the customer. Demonstrate through simulation exercises the value stream, tools for analyzing the value stream, seven types of waste, how to visualize the waste, and then eliminate the waste (kanbans, takt time and customer pull should be discussed). ?Just-Do-It? Projects. Apply the knowledge and tools to an actual project in a kaizen process. Customer requires Task 2 to begin within 15 days of contract award. Task 3: Deployment of Lean Manufacturing/Lean Enterprise concepts by conducting on-site lean Rapid Improvement Events (RIE), training Fleet Ordnance Support personnel to conduct RIEs, work area 6S, performing value stream analysis, conducting production preparation process, quality process analysis support, lean day training, and other lean activity as requested. Task 4: Provide ongoing improvement, mentoring and support of Lean Manufacturing/Lean Enterprise concepts identified in Task 3. Task includes expansion and promulgation of positive results attained at one site to other sites supporting similar ordnance operations. Continue and expand upon Lean efforts previously implemented at Naval Ordnance Enterprise commands. Provide for standardization of Lean efforts simultaneously at multiple sites, and development of mechanism for self-sustainment of ongoing improvements. Task 5: Assess current Navy policies/manuals/instructions and make creation/change recommendations to Fleet Forces Command (FFC) to sustain and imbed Lean Manufacturing principles in everyday practices. Written reports detailing specific recommendations provided to FFC. Main place of performance locations (not an all inclusive list): The Naval Ordnance Enterprise consists of the following key FFC activities: Naval Weapons Station (NWS) Earle, NJ; NWS Yorktown, VA; NWS Charlestown, SC; Naval Station (NS) Norfolk, VA; NS Mayport, FL; Naval Magazine (NAVMAG) Indian Island, WA; NWS Seal Beach, CA; NWS Seal Beach, CA Detachment Fallbrook, CA; and NAS Oceana, VA. For continuity purposes, the Government desires that facilitator originally assigned to a particular activity remain with that particular activity for the duration of the contract. Interested sources shall have experience with Naval operations, Naval command structure and supply distribution systems. By 1400 on 09 Feb 05, interested sources must provide the following: a. A narrative description in paragraph form of the company's past performance that is directly related to the tasks identified in this notice; b. Past Performance point of contact information on three of the firm?s most recently completed Department of Defense contracts for Lean facilitation services. Submitted information shall include: name and phone number of Government point of contact; contract number; period of performance of contract; and dollar value of work performed under the contract. c. Willingness to perform as a prime contractor. Selected interested vendors may be offered the opportunity to provide an oral technical presentation to the prospective customer. Offerors shall bring no more than three representatives; two of which shall be key personnel (facilitators) to be provided under the contract and one of which shall be the Program Manager. ?Professional presenters? are prohibited from participating in the presentation. Oral technical presentations will be scheduled with interested vendors as soon as possible after the closing date of this notice. The total oral technical presentation time shall be a maximum of one hour. The Government intends to procure the required services as a direct 8(a) award in accordance with DFARS 219.800. In the event that there are no qualified 8(a) sources, the Government intends to procure the required services as a small business set-aside. In the event that there are no qualified small businesses, the Government intends to procure the required services via full and open competition procedures.
