Description
NAVAIR Orlando Training Systems Division (TSD) intends to issue a Cost Type contract for duration of 12 months with LINXX Security Services, 983 Providence Square Shops, Virginia Beach, VA 23464, for the design, development, delivery, and sustainment of Visit Board Search and Seizure (VBSS) training course with applied Combative/Defensive Tactics training. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 ( c) (1) as implemented by Federal Acquisition Regulations (FAR) Part 6.302-2, ?Unusual and Compelling Urgency.? The VBSS Combative/Defensive Tactics component requires a high level of skill and proficiency in close quarters battle operations in a maritime environment. LINXX has a credible and established background focusing more on employing and incorporating martial art techniques into tactical military scenarios (to include Close Quarters Battle (CQB), Military Operations on Urbanized Terrain (MOUT), Visit Board Search and Seizure (VBSS), Close Quarter Combat (CQC) Techniques, Tactical Shooting and Boarding Scenarios, Confined Space Takedown Techniques, etc). They also have an intricate understanding of the tactical employment of hand-to-hand techniques, and how to adopt these techniques to distinctive scenarios and environments. LINXX has the ability to re-utilize and customize existing training content modules currently being used by other special operations agencies and tailor these existing courses to meet/satisfy the development of the Combative/Defensive Tactics requirement of the VBSS training, allowing for a shorter developmental phase and lowering the cost to the government. The Government has an immeditate requirement for this curriculum to be ready to train for a 22 February 2005 pilot. The developed courseware of instruction will be trained to all identified deploying Fleet Navy personnel then supervised/maintained/reevaluated over the course of the period of performance.
