Description
A market survey is being conducted to determine if there are adequate HubZone; 8(a) and Service Disabled Veteran Owned Businesses (SDVOSB) qualified to perform the proposed contract. The contract action will be for the addition to and alteration of a 41,000 SF Army Reserve Center Training Building and a 7,000 SF Maintenance Facility in Owings Mills, MD. The project also includes the new construction of a pre-engineered storage building, classroom building and a vehicle loading ramp. Repairs will in clude replacing floors, ceilings, doors, plumbing, mechanical, electrical, telecommunications and security systems. All supporting utilities, landscaping and pavements will also be included. The project is planned for advertisement in May 2005 with an ap proximate award schedule of August 2005. The contract duration is estimated at 525 days, the NAICS code is 236210 and the estimated construction cost range is $5,000,000 to $10,000,000. All interested small business-types identified above must respond to this notification in writing (by mail or by fax) no later than 16 February 2005; 4:30 p.m. eastern standard time. Responses should include: 1) identification and verification of company's status with the Small Business Administration (Hubzone, 8(a) or SD VOSB); 2) past experience describing completed renovation and new construction projects that are similar in size, scope, complexity and estimated cost range to this project. Also include the percentage of self-performed work and how that work was accompli shed; 3) capability of obtaining performance and payment bonds for a project within the cost range of this project ($5 to $10 million); and 4) a statement verifying the contractor will perform at least 15% of the work and how it will be accomplished. This percentage is in accordance with FAR 52.219-14 (b)(3) Limitations on Subcontracting; general construction. Note: If a sufficient number of qualified Hubzone, 8(a) and/or SDVOSB firms do not respond by the time and date indicated above, the planned contr act action will be converted to full and open competition and advertised as such.
