Description
A market survey is being conducted to determine if there are adequate HubZone; 8(a) and Service Disabled Veteran Owned Businesses (SDVOSB) qualified to perform the proposed contract. The proposed action will be for a design/build contract to renovat e approximately 34,000 SF of a 1943-era maintenance hangar at Dobbins ARB in Marietta, GA. The project is to upgrade two of the three bays. The deisgn and construction includes the renovation and repair of infrastructure; installation of a tail enclosure for a C-130 aircraft, installation of new high-expansion foan fire protection system, and the installation of multiple overhead bridge crane monorail systems. All associated electrical and mechanical system upgrades are included. The project is planned for June 2005 advertisement with an approximate award schedule of August 2005. The contract duration is estimated at 525 days, the NAICS code is 236210 and the estimated construction cost range is $5,000,000 to $10,000,000. All interested small business- types identified above must respond to this notification in writing (by mail or fax) no later than 15 February 2005; 4:30 p.m. eastern standard time. Responses should include: 1) identification and verification of the company's status with the Small Busin ess Administration (HubZone, 8(a) or SDVOSB); 2) past experience describing completed renovation or new construction projects that are similar in size, scope, complexity and estimated cost range to this project (aircraft hangars). Also include the percent age of self-performed work and how that work was accomplished; 3) capability of obtaining performance and payment bonds for a project within the cost range of this project ($5 to $10 million; and 4) a statement verifying the contractor will perform at leas t 15% of the work and how it will be accomplished. This percentage is in accordanace with FAR 52.219-14(b)(3) Limitations on Subcontracting; general construction. Note: If a sufficient number of qualified Hubzone,8(a) and/or SDVOSB firms do not respond by the date and time indicated above, the planned contract action will be converted to full and open competition and advertised as such.
