Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quote being requested. A written solicitation will not be issued. This requirement is for temporary employment services for Dining Room Attendants, Supervisor, & Cooks for the Kansas Army National Guard Warfighter Exercise and Seminars at Battle Command Training Center, Ft. Leavenworth, Kansas. The Date of the seminar events are 7-10 Mar 05; 14-17 Mar 05; 6-9 Jun 05; 1-4 Aug 05 and a J8 Seminar 22-26 Mar 05. The main seminars will have two shifts per day (1st Shift 4:30am to 1:00pm and 2nd Shift 11:30am to 8:00pm) for two each Dining Room Manager and two each dishwasher s/dining room orderlies per shift (total 4 per day). The J8 seminar will have one shift per day for 1 each dining room manager and 1 each dishwasher/lineserver from 5:00am to 1:30pm (total 2 per day for 5 days) The option for Warfighter (dates to be announed) will be for 3 shifts around the clock operation, (1st shift 4:30am to 12:30pm and 2nd Shift 11:30 to 7:30pm, and 3rd Shift 6:30pm to 2:30am for up to 10 days. Warfighter shifts will require 1 supervisor per shift; 2 dishwashers per shift; 3 dining room attendants per shift; and 5 cooks per shift (total 11 per day). THE TEMPORARY EMPLOYMENT AGENCY MUST BE WITHIN THE LEAVENWORTH, KS OR KANSAS CITY, KS OR MO AREAS. All personnel MUST be citizens of the United States, literate, and have NO criminal background. The government reser ves the right to remove any personnel from the premises for criminal behavior, unruly conduct, or entering restricted areas. All personnel will be restricted to the dining facility area only. If requested by the government, a background check may be requ ested for an individual. All personnel will be clean-shaven (mustache allowed) and maintain good hygiene at all times. Steel toe shoes are recommended for dishwashers. All personnel are required to wear white short sleeve shirt with collar, black trous ers (no shorts), and black shoes. During the shift worked, all personnel must have a second set of clean clothing available if needed. All personnel must maintain a professional appearance and appropriate demeanors at all times and have the ability to ef fectively communicate. All personnel must be paid the appropriate Service Contract Wage Rate in accordance with Wage Determination No. 94-2307 Rev 23 for Leavenworth County, Kansas. Wage Rates for Inventory Control Assistant (Order Clerk I) is $10.43 per hours; Dishwasher is $7.42 per hour; and Dining Room Orderlies (Food Service Worker) is $8.16. Plus $2.15 per hour for health and welfare for all employees. Each quote must include a break down of the number of hours and a list of disciplines and hourly rates for each event for a total lump sum amount of the quote. No multiple award will be awarded. The clause at FAR 52.212-4, Contract Terms and Conditions (10/2003) and the clause at FAR 52.212-5, Contract terms and conditions Required to Implement Statutes or Executive Order-Commercial Items (1/2004) applies to thi s acquisition. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictions of Subcontractor Sales to the Government (7/1995) with Alternate I; 52.219-8 Utilization of Small Business Concerns; 52.222-21, Prohibition of Segregated Faci lities; 52.222-26, (4/2002) Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans; 52.225-13, Restriction on Ce rtain Foreign Purchases; 52.232-33, By American Supplies. Mandatory Information for Electronic Funds Transfer-Central Contractor Registration applies to this solicitation. The clause at DFARS 22.212-7001, Contract Terms and Conditions Required to Implem ent Statutes to Defense Acquisition of Commercial Items (Nov 95) is applicable to this acquisition.
