Description

The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to Center for Army Leaderships (CAL) Leadership Assessment (LA) and Advanced Learning Technology (ALT) mission. The contractor shall support CALs Leadership Research, Assessment and Doctrine missions by providing consulting and survey services in leadership assessment and research leader development concepts. The tasks involve the development and administration of surveys on leader development, the quality of leadership and contribution of leadership to mission accomplishment. These tasks include a report of findings, research, analysis, recommendation and impl ementation of methods of obtaining primary and secondary source data related to leadership issues. A second set of tasks involve research, analysis, evaluation, recommendations and a report of findings concerning learning technologies. Candidate learning technologies are to be identified and adapted or developed for testing. All interested contractors must address in their proposal (when requested) all areas of their expertise listed in this requirement. The contractors personnel team shall have the expertise required to meet or exceed industry standards of applicable profes sional practice: key personnel shall hold advanced degrees and have requisite levels of experience in appropriate disciplines including research psychology, cognitive psychology, industrial/organizational psychology, computer programming, systems analysis, systems design, educational/instructional technology, and learning science; analysis and reporting of findings following standard statistical techniques, including applicable sections of the American Psychological Association publication standards. This is a new requirement. The complete requirements will be included in the Statement of Work (SOW) issued with the Request for Proposal, which will be provided to all qualified respondents. The Federal Supply Classification (FSC) code for this project is R702, NAICS code is 541612, and SIC code is 8742. The contractor shall provide management and daily oversight of their personnel in support of CALs LA & ALT requirements. All responses will be considered and must include proof of the ability to provide AL & ALT support to CAL including performance information and references on the contractors abilities. The response should also provide GSA schedule information, contract l abor categories and rates for this service. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in th e Central Contractor Registration (CCR) at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 4:00 p.m. CST, on 15 FEB 05. All appropriately supported responses will be provided the RFP and SOW for preparatio n and submission of a proposal.
