Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The request for quote (RFQ) number is EASC EA1330-05-RQ-1203. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-27. In accordance with 19.5 this action is reserved exclusively for small business concerns. The associated North American Industry Classification System (NAICS) code is 335313. A firm is a small business for the purposes of this requirement if it meets a size standard of 750 employees. The National Oceanic and Atmospheric Administration (NOAA) requires one (1) each Bow Thruster Power Distribution Panel in accordance with the following: - START OF SPECIFICATION - 1. Bow Thruster Power Distribution Panel a. The function of the Bow Thruster Power Distribution Panel is to allow the Engineer to select one of the three ship's generators to power a new bow thruster system. One circuit breaker to be provided for each of three generator sets and mechanically interlocked to prevent more than one thruster breaker being closed at the same time. The selected generator to be prevented from powering the main bus via electrical interlocks integrated with the existing switchboard control system. b. The Distribution Panel Assembly shall be built in accordance with UL891, be rated for 10 kA, and bear the UL label. 2. The following equipment to be provided; a. One each ? Drip proof enclosure (N12 with drip-shield), 72? High x 24?wide x 24? deep constructed of 12 gauge carbon steel with polyester-urethane powder coat over phosphatized surfaces, ANSI 61 Grey outside, white inside. Front access only. Cable entry cut-outs to be provided in the bottom and left side. Enclosure to house three new 500amp/600amp frame bow thruster motor supply breakers. b. Three each - Bow Thruster Circuit breakers, 600 AF/ 500 AT, 3 pole, 600 volt. Breakers to be molded case, fixed mounted, manually operated and equipped with UV release units, auxiliary contacts, Kirk Key (UL Approved) Interlock system. c. Three each ? Power Available Lights to indicate when generators are available to power the thruster. d. Three each - Interlocking control relays and associated hardware and internal wiring to provide interface with existing controls. Provide interface drawings based on the existing switchboard drawings (to be provided at time of award). e. One each - Non conducting grab bar. - END OF SPECIFICATION - Delivery of the above is due on or before June 1, 2005 to NOAA Ship THOMAS JEFFERSON, 439 West York Street, Norfolk, VA 23510. Vendors shall provide documentation that demonstrates their capability to provide the above Bow Thruster Power Distribution Panel, such as product/descriptive literature. Quotes shall be FOB Destination. The provision at 52.212-1, Instructions to Offerors--Commercial applies to this acquisition and there are no addenda to this provision. In accordance with 52.212-1, vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with its quote. Vendors shall refer to www.arnet.gov to obtain a copy of FAR provision 52.212-3. FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (5), (17), (18), (19), (20), (24), (31). No other additional contractual terms and conditions are applicable. No Defense Priorities and Allocations System (DPAS) rating are assigned. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. Vendors are asked to provide their (DUNS) Dun and Bradstreet nine digit number along with their quotation. Quotes are due on or before February 22, 2005 by 1:00 p.m. EST.
