- The Naval Surface Warfare Center, Panama City (NSWC PC) intends to issue a sole source contract to Carleton Technologies (CT), Mississauga, Ontario for the acquisition of five (5) Viper E Underwater Breathing Apparatus (UBA) and two (2) MK 16 MOD 2 UBAs. These Next-Generation Underwater Breathing Apparatus (NUBA)s are being acquired for test and evaluation purposes under the Foreign Comparative (FCT) test program. The Explosive Ordnance Disposal (EOD) Group identifies the need for EOD forces to destroy and/or neutralize underwater mines. The Mk 16 is currently fulfilling this need, but is doing so at a high cost to the Government and with increasingly reduced reliability. The current system, the MK 16, is an aged design that has not benefited from modern manufacturing techniques to reduce part counts and increase reliability. There is a need for a UBA that is more cost effective and reliable than the MK 16. A market survey was conducted using characteristics ge! nerated by a Requirements Working Group (RWG). The RWG?s task was to identify and rank the most important UBA characteristics for the EOD diver. Those characteristics were used to solicit information from industry for NUBAs. Based on the information received from industry, the RWG recommends further evaluation of three alternative NUBAs. Two of the three alternatives are the Viper E UBA and the MK 16 Mod 2 UBA both manufactured exclusively by Carleton Technologies. These UBAs offer the greater state of the art in electronically controlled systems and more modern design and manufacturing that allow for fewer parts and easier maintenance. Therefore these NUBAs are being acquired from Carleton Technologies for further evaluation. Note 22 Applies
